Updates from the City Election Commission Regarding Precinct Consolidation

Memorandum

The City Election Commission met on Friday, March 28, 2025, to discuss additional precinct consolidation following the November 2024 Presidential Election. In advance of the Presidential Election, twelve precincts were consolidated into six, reducing the total number of Election Day precincts to 47, down from 53. These changes were allowed after a legislative change increased maximum precinct size recognizing the many new voting options, including early voting, that were available to voters. While Ann Arbor precincts were reduced by six, 6 early voting sites were also established for in-person voting nine days in advance of Election Day. In addition, three Election Day Vote Centers were established to manage Election Day voter registration.

 

Following 2024, the Clerk’s Office analyzed voter turnout data, with the implementation of early voting and no-excuse absentee voting. Of the 70,498 voters cast in the Presidential Election, 54,800 (77.7%) were cast ahead of Election Day either at an Early Voting site or by absentee ballot. Of the 47 Election Day precincts, some saw as little as 100 in person voters, with the average being around 350. With the data from one of our busiest elections, it was determined that an additional twelve precincts could again be consolidated down to six, reducing our total Election Day precincts to 41. Based on our November experience with in-person votes, the City Clerk’s Office recommended this change, allowing us to focus more resources on our early voting and absentee operations.

 

In addition, the Election Commission approved a temporary relocation of Haisley Elementary for the August 2025 Special Election due to construction at the school. For the August election only, voters in this precinct will vote at Forsythe Middle School in a temporary consolidated precinct. Other temporary consolidations were approved allowing precincts already co-located (ex. Pioneer High School 4-34 and 4-38) to operate as one precinct in the Special Election.
