Attached for your review and action is a resolution to approve a agreement with Fair Food Network (FFN) to administer the Double Up Food Bucks (DUFB) program at the Ann Arbor Farmers Market and to accept and appropriate a total of $51,000.00 in funding into the Major Grants Fund.
DUFB is a national program providing incentives to facilitate better fresh food access for Supplemental Nutrition Assistance Program (SNAP) recipients. The program directly benefits low-income families and local farmers alike while positively impacting future food and nutrition policy. The DUFB program provides a match of up to $20 per person per day to those customers using SNAP to purchase locally grown fruit, vegetables, herbs, and food plants at Michigan farmers markets.
Since 2010, the City of Ann Arbor has received grant funding from the FFN to administer the DUFB program at the Ann Arbor Farmers Market. This grant provides a total of $51,000.00 to the City of Ann Arbor to administer the Double Up Food Bucks program.
Budget/Fiscal Impact: If approved by City Council, the City would accept and appropriate funding in the amount of $51,000.00 from the Fair Food Network and establish a grant revenue and expenditure budget in the Major Grants fund for the DUFB program without regard to fiscal year.

Whereas, DUFB is a national program providing incentives to facilitate better fresh food access for Supplemental Nutrition Assistance Program (SNAP) recipients, which directly benefits low-income families and Michigan farmers alike, while positively impacting future food and nutrition policy;
Whereas, The City of Ann Arbor has received grant funding from the Fair Food Network since 2010 to administer the Double Up Food Bucks program at the Ann Arbor Farmers Market; and
Whereas, The Park Advisory Commission recommended City Council acceptance of a Fair Food Network Grant for the Ann Arbor Farmers Market for up to $51,000.00 and appropriation of funds at their June 16th, 2026 meeting;
RESOLVED, That City Council approves a grant agreement with the Fair Food Network to administer the Double Up Food Bucks program at the Ann Arbor Farmers Market;
RESOLVED, That City Council accepts and appropriates funding in the amount of $51,000.00 from the Fair Food Network, establishing a grant revenue and expenditure budget in the Major Grants fund for the DUFB program without regard to fiscal year;
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the agreement after approval by the City Administrator and City Attorney; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution and the grant agreement, including execution of subagreements, change orders, or related documents, and to make all determinations and exercise all authority delegated to the City under the grant agreement.
