Resolution to Approve a Two (2) Year General Services Agreement with Miller-Boldt Inc., for On-Call Mechanical Services for Public Works, ITB-4750 (Not-to-Exceed $200,000.00)

Memorandum

Attached for your review and approval is a resolution authorizing a two (2) year General Services Agreement with Miller-Boldt Inc. to perform on-call mechanical services for Public Works not-to-exceed $200,000.00.

 

Public Works utilizes mechanical contractors to perform preventative maintenance, repairs, and installation services to the mechanical systems at various locations. Having an on-call mechanical contract in place provides a mechanism to procure services from a pre-qualified contractor as needed with little disruption to the facilities. 

 

The bid was advertised on the City’s Website and on the Michigan Inter-governmental Trade Network (MITN) website. Five (5) bids were received and publicly opened on July 10, 2024. Miller-Boldt Inc. was determined to be the lowest responsible bidder for on-call mechanical services.

 

The five bidders were:

1.                     Miller-Boldt Inc.

 

2.                     Rolls Mechanical

 

3.                     Metro Controls

 

4.                     Allied Building Service

 

5.                     Detroit Boiler Company

 

Budget/Fiscal ImpactFunding is available in the FY25 Wheeler Center and Solid Waste operations and maintenance budgets. Costs will be charged as appropriate and funding will be available in subsequent annual budgets if approved by Council.

 

Miller-Boldt Inc. complies with the City’s Non-Discrimination and Living Wage ordinances.

Whereas, Public Works would like a General Services Agreement with Miller-Boldt Inc. to perform preventative maintenance, repairs, and installation services to the mechanical systems at various locations as-needed;

 

Whereas, Five competitive bids (ITB-4751) were received on July 10, 2024;

 

Whereas, Miller-Boldt Inc. was determined to be a responsible bidder for on-call mechanical services;

 

Whereas, Funding is available in the appropriate approved FY25 Public Works Operations and Maintenance budgets;

 

Whereas, The term of the proposed agreement with Miller-Boldt Inc. is for two years and up to $200,000.00, subject to the availability of funding; and

 

Whereas, Miller-Boldt Inc. complies with the City’s Non-Discrimination and Living Wage ordinances;

 

RESOLVED, That City Council approve a two-year General Services Agreement with Miller-Boldt Inc. in an amount not-to-exceed $200,000.00, subject to the annual appropriation of funds;

 

RESOLVED, That the City Administrator be authorized to renew the agreement for up to one - two year period subject to a 3% annual increase in unit prices provided both parties agree to an extension and subject to the annual appropriation of funds;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
