Resolution No. 4 - Confirming the Stone School Road Sidewalk Special Assessment

Attached for your review and approval is Resolution No. 4 confirming the Special Assessment Roll for the Stone School Sidewalk - Special Assessment, District No. 47, File No. 2015-033
In accordance with the City’s Non-Motorized Plan and Complete Street approach, it is proposed to install a new sidewalk to close gaps and provide a continuous pedestrian connection along the west side of Stone School Road from Birch Hollow Drive to Packard. A letter was mailed to the affected property owners to describe the project on June 14th and 16th of 2016. Included in the discussions were the shared costs to property owners for the addition of sidewalk, the estimated total project cost, property assessments and the work schedule. Resolution 2 establishing the estimated cost of the project and the estimated project revenue sources and directing the preparation of the special assessment roll was approved by Council on August 15, 2016. Resolution No. 3, approved by Council on December 5, 2016 scheduled the Public Hearing for January 3, 2017.
Per information given to the affected owners, it is recommended that the property share be in three payments.

Whereas, City Council, after due and legal notice, has met for the purpose of reviewing the Special Assessment Roll prepared for the purpose of assessing the private property’s share of the cost of the sidewalk described as follows: New sidewalk on the west side of Stone School Road between Birch Hollow Drive and Packard Road. The project also includes the replacement of a deteriorated asphalt sidewalk on the west side of Stone School Road between Packard Road and Eisenhower Parkway, District No. 47, File No. 2015-033;
Whereas, City Council has heard all persons interested in the necessity of the improvement or aggrieved by the Special Assessment Roll and has considered any and all objections thereto; and
Whereas, City Council is satisfied with said Special Assessment Rolls,
RESOLVED, That said Stone School Sidewalk Project - Special Assessment Roll as prepared by the City Assessor be hereby confirmed in the amount of $ 6,230.00, and that of said total cost, the sum of $ 6,230.00 be paid by special assessment upon the property specially benefited within the City, the sum of $ 28,303.00 which is the City share be paid by the Park Maintenance & Capital Improvement Millage which fronts Clinton Park and Stone School Park. That $8,426.00 come from the City’s Risk Management Funds for the replacement of the crumpled existing path, $148,288.00 be paid from the Federal STPU funds with the remaining $51,328.00 from the City’s General Fund; and
RESOLVED, That Special Assessment Roll be in three payments, which shall be due commencing on June 1, 2018.
