Your approval is requested for Amendment No. 4 to the Professional Services Agreement with Wade Trim Associates, Inc. for Gallup Park Vehicle and Pedestrian Bridge for $63,000.
Background:
The City of Ann Arbor Parks and Recreation Services Unit contracted with Wade Trim Associates, Inc. for the design engineering of the new Gallup Park vehicle and pedestrian bridge in the amount of $285,524.06.
Amendment No. 1 was approved by Resolution #23-202 on 06/20/2023 in the amount of $55,603.00 for additional design services for a total amended contract amount of $341,127.06.
Amendment #2 was approved for $537,593.54 in Construction Assistance and inspections, with Amendment #3 approved administratively to use the $53,759.00 contingency.
Project Description:
The attached Amendment #4 is for a net increase of $63,000 to the contract for Engineering Services for the Gallup Park Bridge project with Wade Trim Associates, Inc. The primary reasons for the amendment are the additional effort associated with the extended construction duration of the project.
Construction is complete on the new Gallup Park Pedestrian and Vehicle bridge project. However, the project timeline was extended after the premature demolition of the old bridge, which required changes to the plans and construction methods. This resulted in delays and an extension of time for the duration of construction, and therefore additional time was needed for construction inspections and administration. The project is largely complete, with some remaining items for closeout included in this estimate.

Whereas, The original Professional Services Agreement (RFP No. 22-51) was approved by Resolution #22-24 on August 4, 2022 in the amount of $285,524.06;
Whereas, Amendment No. 1 was approved by Resolution #22-51 on June 20, 2023 in the amount of $285,524.06;
Whereas, Amendment No. 2 was approved by Resolution #23-351 on October 2, 2023 in the amount of $537,593.54 for construction administration, engineering, and inspection services;
Whereas, Amendment No. 3 was approved administratively in the amount of $53,759.00 to utilize the approved contingency;
Whereas, The premature closure of the old Gallup Bridge caused project delays and extended the timeline for completion of the project;
Whereas, Wade Trim provided additional construction engineering services for the extended duration of the project construction;
Whereas, Funding is available in the approved Park Maintenance and Capital Improvement Millage fund; and
Whereas, the Park Advisory Commission recommended approval of this contract at their January 28, 2025 meeting;
RESOLVED, That City Council approves Amendment No. 4 to the Professional Services Agreement with Wade Trim Associates, Inc. in the amount of $63,000.00 to provide engineering services for the Gallup Park Vehicle and Pedestrian Bridge (RFP No. 22-51);
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute Amendment No. 4 to the Professional Services Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
