Resolution Affirming the City of Ann Arbor’s Support for the Treeline Trail Project
Memorandum
The Treeline Trail Project aims to transform Allen Creek into a green corridor including a signature bridge that connects the Huron River back into our urban fabric. It will take more than a decade for the full project vision to become a reality. The magnitude of the project requires that the work be performed in segments. At this time, work on developing the Treeline Trail is primarily being performed by the Treeline Conservancy, with the City assisting where appropriate and when resources are available.
This resolution seeks a formal acknowledgement of City Council’s support of the project as the Treeline Conservancy begins to fundraise for the work on the North Segment. The North Segment is anticipated to run from approximately the Allen Creek Berm Opening Tunnel to the City parcel at 721 North Main Street.
Budget/Fiscal Impact: The City will be investing the time to facilitate an RFP process for a contractor to perform design, engineering, and associated work for the North Segment components. The City’s issuance of the RFP is consistent with the 2019 Collaborative Agreement between the City of Ann Arbor and Treeline Conservancy for Development of the Treeline Trail.

Whereas, The City of Ann Arbor supports the development of the Treeline Trail Project;
Whereas, The City of Ann Arbor recognizes and supports the work of the Treeline Conservancy as the primary entity leading the project in collaboration with the City;
Whereas, The Treeline Conservancy has determined that it is ready to work on the portion of the project known as the North Segment;
Whereas, The North Segment tranche of activity will consist of issuing an RFP for design, engineering, and other appropriate related services;
Whereas, The Treeline Conservancy has committed to managing and raising the funds for the work; and
Whereas, This resolution affirms the Treeline Conservancy’s efforts to advance the project;
RESOLVED, That City Council approves of the Treeline Conservancy working on the North Segment of the Treeline Trail;
RESOLVED, That City Council views the Treeline Trail as a transformative project that will elevate the community’s urban walkability;
RESOLVED, That City Council supports the staff work necessary to issue an RFP for design, engineering, or other appropriate services to continue work on the North Segment, from approximately the Allen Creek Berm Opening Tunnel to 721 North Main Street; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution.
