Resolution to Approve the Purchase of Heavy Equipment/Truck Tires and Tire Repair Services from Shrader Tire & Oil (Sourcewell; not to Exceed $90,000.00)
Memorandum
The attached resolution authorizes the purchase of heavy equipment/truck tires and tire repair services in an amount not to exceed $90,000.00 per year from Shrader Tire & Oil for FY20 and FY21, subject to the availability of funding in FY21.
Hankook Tire was awarded contract #102517-HTA under the Sourcewell (formerly NJPA) cooperative purchasing program. All authorized Hankook tire dealers are approved vendors under the Sourcewell Contract. Shrader Tire & Oil has met the Sourcewell requirements and is an authorized dealer under the contract.
The Fleet and Facilities Unit spends approximately $150,000.00 annually on heavy equipment/truck tires and tire repair services to maintain the City Fleet and the City owned vehicles currently operated by Recycle Ann Arbor. These tires are frequently different brands and the City is limited to certain tire manufacturers available under the cooperative purchasing programs. The contract with Shrader Tire & Oil will supplement the contract with Treadroc Tire Services previously approved by City Council via #R-19-341 on July 15, 2019.
Treadroc offers a larger selection of tire manufacturers for new tire purchases and Shrader has provided prompt tire repair services in the past. Tire repair costs vary between the two vendors based on tire size and tread type. Fleet Services will review these prices, turnaround times and repair quality when determining the appropriate tire repair vendor. Treadroc is located in Allen Park and Shrader Tire & Oil is located in Ypsilanti.
Budget and Fiscal Impact: Adequate funding for the purchase of heavy equipment/truck tires and tire repair services has been budgeted in the approved FY20 Fleet Services Operations and Maintenance Budget. Award of the FY21 purchase order would be subject to the availability of funds.
Shrader Tire & Oil complies with the requirements of the City’s Non-Discrimination Ordinance.

Whereas, The Fleet & Facilities Unit needs to purchase heavy equipment/truck tires and tire repair services to maintain the City’s fleet of vehicles and equipment;
Whereas, Competitive bids were received by the Sourcewell cooperative purchasing program;
Whereas, Authorized Hankook tire dealers were awarded Contract Number 102517-HTA for Tires and Tire Repair Services;
Whereas, Shrader Tire & Oil is an authorized Hankook dealer under the Sourcewell contract;
Whereas, Shrader Tire & Oil complies with the requirements of the City of Ann Arbor’s Conflict of Interest and Non-Discrimination Ordinance requirements; and
Whereas, Adequate funds for the purchase of tire and tire repair services included in the approved FY20 Fleet Services Operations and Maintenance Budget;
RESOLVED, That the City Council approves the issuance of a purchase order to Shrader Tire & Oil for the purchase of heavy equipment/truck tires and tire repair services to maintain the City’s fleet in an amount not to exceed $90,000.00 in FY20 and not to exceed $90,000 for FY21 subject to the availability of funding in FY21; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
