Resolution to Approve Kappa Delta Sorority Development Agreement, 805 Oxford Road (CPC Recommendation: Approval - 8 Yes, 0 No)
Memorandum
This resolution will approve a development agreement between the City and Sigma Zeta Housing LLC, the developer of a site planned project to construct a new sorority house.
The project includes the construction of a three-story, all-electric sorority building with a maximum of 75 occupants and a surface parking lot with eight vehicle parking spaces. The zoning designation is R2B (Two-Family Dwelling and Student Housing District).
The development agreement specifies requirements associated with the approved Kappa Delta Sorority Site Plan, including the construction of a public water main, installation of a stormwater management system, a tree mitigation fee, a voluntary parks contribution, and that the development is all-electric with no natural gas connection. The City Planning Commission, at its meeting of May 19, 2026, approved the associated Site Plan and Special Exception Use and recommended approval.

Whereas, The Kappa Delta Sorority Site Plan was approved by City Planning Commission on May 19, 2026 in order to develop a new sorority building; and
Whereas, A development agreement has been prepared to address the construction of a public water main, installation of a stormwater management system, a tree mitigation fee, a voluntary parks contribution, and an all-electric building with no natural gas connection;
RESOLVED, That City Council approves the Kappa Delta Sorority development agreement, substantially in the form of that attached;
RESOLVED, That the Mayor and City Clerk are authorized and directed to sign the development agreement after approval by the City Administrator and City Attorney; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution and the development agreement, including execution of all related agreements contemplated under the development agreement after approval by the City Attorney, and the exercise of all determinations and authority delegated to the City under the development agreement and all related agreements.
