Resolution to Approve a Purchase Order with Axon Enterprise, Inc. for Axon Taser and Body Worn Camera Upgrades and Related Five-Year Addendum ($915,177 Total)

The attached resolution requests approval to issue a purchase order to Axon Enterprise, Inc. for the purchase of upgrades to Axon Tasers and Body Cameras used by all police officers, and related five-year addendum.
Budget/Fiscal Impact: The year 1 costs associated with this addendum are budgeted in the FY21 Police Department budget and shall be budgeted for each contract year through FY25.
The City qualifies to participate in the Cooperative Sourcewell Contract #010720-AXN. Sourcewell bids on behalf of eligible agencies, including local governments. The Sourcewell contract provides large volume bid prices on a variety of technology under bid policies and procedures for product and vendor selection which comply with state bidding laws. All items and vendors are awarded through a sealed bid process by Sourcewell. Product selection criteria include: specifications, price, and product quality. Axon Enterprise, Inc. is a Sourcewell qualified vendor.
The bundled pricing offered in the quote is a better value than the Cooperative Sourcewell. Axon is the current vendor for Tasers, as well as Body Worn Cameras, since November 2019, and these tools are both currently integrated with Axon’s Evidence.com cloud storage for record management.
Axon Enterprise, Inc. complies with the requirements of the City’s non-discrimination and living wage ordinances.

Whereas, The City of Ann Arbor requires that efficient and interoperable technology be maintained for public safety and government agencies, allowing for the effective delivery of City services;
Whereas, The City Council determines that Cooperative Sourcewell Contract #010720-AXN provides extended government pricing that is both cost-effective and in the City’s best interest for the purchase of upgrades to tasers and body work cameras;
Whereas, Because the attached pricing for Axon Enterprise, Inc. is less than the price in Cooperative Sourcewell Contract #010720-AXN for upgrades to Tasers and Body Worn Cameras, the competitive bidding requirements in Chapter 14, Section 1:316(2) of the City Code are satisfied;
Whereas, Axon Enterprise, Inc. complies with the requirements of the City’s non-discrimination and living wage ordinances; and
Whereas, This purchase is budgeted in the FY21 Police Department budget and shall be budgeted for the future fiscal years in accordance with the attached five-year quote;
RESOLVED, That City Council approve issuance of purchase orders to Axon Enterprise, Inc. in FY21 and future fiscal years (subject to appropriation) for the amount not to exceed $915,177 in total for Axon Tasers and Body Worn Cameras used by all police officers, subject to 2019 Master Services and Purchasing Agreement between the City and Axon, but otherwise as described in the attached quote; and
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution including execution of any amendments that do not exceed the amounts authorized herein.
