Resolution to Approve Changes to Traffic Patterns and Parking on Certain City Streets for the 2024 University of Michigan Student Move-In Program from August 21 - August 25, 2024

The attached resolution is to approve a request from the University of Michigan to change traffic patterns and parking on certain City streets from Wednesday, August 21 at 7:00 A.M. through Sunday, August 25, 2024 at 11:00 P.M. to assist the University Student Move-In Program to proceed in an efficient and orderly manner. In an effort to minimize the anticipated congestion in the City caused by the returning student population, the University has requested the changes at the indicated dates and times to allow University housed students to move into their respective residence halls.
A restriction on peddling licenses and sidewalk occupancy permits within a one-block radius of the housing units is also included in the resolution.
The University will maintain the required emergency traffic lanes and will staff barricades to ensure the safety and security of individuals moving into university owned housing.

Whereas, The City of Ann Arbor and the University of Michigan are cooperating in a joint effort to make student move-in, scheduled to begin on Wednesday, August 21 and ending Sunday, August 25, 2024, an orderly and efficient process;
Whereas, This will require changes in traffic patterns, bagging of meters and parking on the following streets from August 21 at 7:00 A.M. through August 25, 2024 at 11:00 P.M.:
● Thompson - one way southbound from East Jefferson to Packard - meters bagged
● East Madison - one way eastbound from Packard to South State - meters bagged
● Observatory - one way southbound from East Ann to Geddes - meters bagged
● East Washington - one way westbound from Fletcher to Thayer - meters bagged
● Maynard - from East Jefferson to East William - meters bagged
● East University between Hill and Willard - meters bagged
● Church Street between Hill and Willard - meters bagged
● North University Court - meters bagged
● Washington Heights - closed from Observatory to E. Medical Center Drive - meters bagged
● East Ann - one-way eastbound from Zina Pitcher Place to Observatory - meters bagged;
Whereas, The City Code of Ordinances (Chapter 47, section 4:14) provides for the issuance of revocable street occupancy permits for the use of City streets and sidewalks;
Whereas, The City Code of Ordinances (Chapter 79, section 7:73) allows City Council to restrict peddling at times of heavy congestion; and
Whereas, The University of Michigan agrees to provide evidence of proper liability insurance; comply with all rules, regulations and procedures established by City Council and/or the City Administrator for staging this event and pay costs for any other City services provided during the move-in process;
RESOLVED, Changes to the traffic patterns, bagging of meters and parking on the
following streets are approved from 7:00 A.M. on August 21, 2024 through 11:00 P.M. on August 25, 2024 as indicated:

● East Madison - one way eastbound from Packard to South State - meters bagged
● Observatory - one way southbound from East Ann to Geddes - meters bagged

RESOLVED, That City Council prohibit all peddling and soliciting activities within a one block area of these streets from August 21 through August 25, 2024 from 7:00 A.M. to 11:00 P.M.; and
RESOLVED, That City Council direct staff to refrain from issuing permits for the use of sidewalks within a one-block area of the University of Michigan residence facilities for the dates indicated.
