Memorandum

This memorandum and resolution requests approval to award a purchase order to Layne Christensen Company in the amount of $21,111.00 to replace the well pump at the Steere Farm Well House #741.  Because of previous work completed by Layne Christensen during this fiscal year on this project, the additional funding requested as part of this resolution would exceed the threshold requiring Council approval.  For this reason, Council approval is requested for award of this purchase order. 

 

Steere Farm well field is an integral part of the City’s drinking water system.  Steere Farm is a series of three well houses that pump groundwater to the City of Ann Arbor Water Treatment Plant, accounting for approximately 15% of the WTP’s source water.  Well pump #741 is one of these pumps.

 

The replacement involves the labor and materials required to remove the existing pump and reinstall a new pump.  This work is in conjunction with the existing Steere Farm Improvements Project which is part of the approved FY16 Capital Improvement Plan.  As part of this project, Layne Christensen is a subcontractor to Tetra Tech.  Their scope of work includes removing each of the well pumps and performing a condition assessment.  During their evaluation, they discovered that the pump possessed significant wear and corrosion and that replacement is more cost effective than repair.  In December 2015, Layne Christensen replaced pump #25 at Steere Farm based on a similar assessment.  Because of their previous experience and involvement in assessing the pump condition as part of the Steere Farm Improvements Project, Layne Christensen is uniquely qualified to perform the work required and has been identified as the sole source of these services. 

 

Layne Christensen Company complies with the City’s Living Wage and Non-discrimination Ordinances. 

 

Funds in the amount of $21,110.00 are available to be funded from the approved FY16 Water Supply System Fund operating budget.

Whereas, The City has three wells located at Steere Farm that provide approximately 15% of the City’s drinking water supply;

 

Whereas, All three wells located at Steere Farm are critical to ensure that the City has a reliable drinking water supply;

 

Whereas, The City in under contract with Layne Christensen to evaluate the condition of the well pumps at Steere Farm;

 

Whereas, The condition assessment performed by Layne Christensen indicates that Well Pump #741 requires significant repair or replacement;

 

Whereas, Replacement of Well Pump #741 is more cost-effective than repair;

 

Whereas, Layne Christensen has previously completed work on this project this fiscal year;

 

Whereas, Layne Christensen Company is uniquely qualified to perform the work required because of their previous experience working on other wells at Steere Farm and because they completed the condition assessment that indicated replacement of the well pump was necessary;

 

Whereas, Layne Christensen Company complies with the City’s Living Wage and Non-discrimination Ordinances; and

 

Whereas, Funding in the amount of $21,110.00 for the Steere Farm Well Pump #741 is available in the approved FY16 Water System Supply Operating and Maintenance Budget;

 

RESOLVED, That Council accept the proposal and approves a sole source purchase order for Layne Christensen Company in the amount of $21,111.00 for the Steere Farm Well Pump #741 replacement;

 

RESOLVED, That a contingency in the amount of $2,000.00 be approved to finance change orders to the purchase order with Layne Christensen Company to be approved by the City Administrator; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
