Memorandum

Attached for your review and consideration is a resolution authorizing Amendment No. 1 to the Professional Services Agreement with URS Corporation Great Lakes Inc. (URS) for additional environmental review and public engagement effort for the Ann Arbor Station Environmental Review. Council Resolution R-13-321 approved a professional services agreement with URS for conceptual design and environmental review services for the Ann Arbor Station Environmental Review Project for $761,791.40, plus a contingency of $63,083.74. This amendment will bring the total amount of the contract with URS to $951,673.86, which will be funded with the full amount of the prior contingency plus $126,798.72 of additional money from the project budget in the Major Grant Programs fund (00MG).

 

The original scope of work for this agreement included environmental review for one "preferred alternative" in accordance with the Federal National Environmental Policy Act (NEPA). This contract amendment is needed to support a scope that includes preparing a NEPA document for multiple locations for a passenger rail station as is being required by the Federal Railroad Administration (FRA), the federal agency administering the High-Speed Intercity Passenger Rail (HSIPR) program funding this effort. 

 

The additional scope items to be performed at the request of the FRA include:

 

                     Additional public participation, including an additional round of Leadership Advisory Group (LAG) and Citizen work Group (CWG) meetings. The additional meetings will include: An update on project developments since May 2015; notification that an environmental assessment (EA) will be performed for four alternatives emerging from the alternatives analysis (AA); presentations to the LAG and CWG on information regarding the EA and a preferred alternative; and collection of feedback regarding the EA.

                     Development of an initial concept plan that provides both illustrative and narrative descriptions of four design alternatives at the two remaining sites being carried forward into the NEPA process.

                     Completion of an environmental assessment of the four design alternatives per FRA direction.

 

Budget/Fiscal Impact:

Funding for this contract amendment consists of the $63,083.74 previously approved as contingency for the original contract and an additional $126,798.72 from the available money in the Ann Arbor Station NEPA/PE project budget within the Major Grant Programs fund (00MG).

Resolution

Whereas, URS Corporation Great Lakes Inc., (URS) is providing public engagement, conceptual design and preliminary environmental review services for the Ann Arbor Station Environmental Review project;

 

Whereas, The City has a need for additional services to the original contract scope as necessary to address the project goals;

 

Whereas, These additional services include additional Public Engagement, Conceptual Design and Environmental Review are required to complete the Ann Arbor Station Project in accordance with Federal Railroad Administration (FRA) guidance and requirements;

 

Whereas, URS complies with the requirements of the non-discrimination and Living Wage Ordinances; and

 

Whereas, Funding for this amendment is available from the previously approved contingency for the original contract ($63,083.74) and from the available money in the Ann Arbor Station NEPA/PE project budget ($126,798.72).

RESOLVED, That the City Council approves Amendment No. 1 to the professional services agreement with URS in the amount of $189,882.46 for additional public engagement, conceptual design and environmental assessment services for the Ann Arbor Station Environmental Review, consisting of $63,083.74 previously approved as a contingency to the original agreement with URS and the remaining $126,798.72 from the Ann Arbor Station NEPA/PE project budget;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said amendment after approval as to form by the City Attorney, and approval as to substance by the City Administrator; and

 

RESOLVED, That Council authorizes the City Administrator to take necessary administrative actions to implement this resolution.
