Resolution to Approve a Bollard Construction Contract with Doan Construction Company

 

Memorandum

Below for your review and approval is a resolution approving a bollard construction contract between the Ann Arbor Downtown Development Authority (“DDA”) and Doan Construction Company for $675,000 and to establish a contingency amount of $67,500.

 

Background

The Ann Arbor Downtown Development Authority’s (DDA) 2026-2055 Development Plan identifies improved event barriers as a priority.

 

Through the Downtown Area Circulation Study, DDA staff worked closely with City Fire, Police, Emergency Management, Community Services, and Transportation Departments to select two barricade models that meet the established safety, operations, and placemaking needs. These include:

                     Meridian Archer 1200 Portable Vehicle Barriers (PVBs)

                     Ameristar SP100 Lift-Assist Bollards

 

The DDA Board authorized an initial purchase of Meridian PVBs in March 2025 and a retractable bollard design and initial bollard purchase in May 2026.

 

Next Steps

The following resolution authorizes a construction contract with Doan Construction Company to install retractable bollards at fourteen intersection approaches:

 

Phase 1: 2026 Construction Season - Incorporate retractable bollards into active construction projects at 7 locations:

                     Liberty Street at Fourth Ave (both sides of the intersection)

                     Ann Street at North Main and the mid-block alley between Fourth and Fifth Ave

                     North University at Thayer and Fletcher Street

                     Thayer at North University

 

Phase 2: 2027 Spring Construction - Focus retractable bollard installations to complete the Main Street Summer Streets and Sonic Lunch closure areas.

                     W. Washington at Ashley Street and S. Main Street

                     W. Liberty at Ashley Street

                     East Liberty at Fifth Ave and Division Street

                     S. Main Street at William and Washington Streets

 

2028 and Beyond - Schedule remaining bollard locations following additional operations, maintenance, and feasibility discussions.

 

Body

Whereas, The Ann Arbor Downtown Development Authority’s (“DDA”) 2026-2055 Development Plan identified improved event barriers as a priority;

 

Whereas, DDA staff worked closely with City Fire, Police, Emergency Management, Community Services, and Transportation to select a retractable bollard model that met the established safety, operations, and placemaking needs;

 

Whereas, To enable implementation during the 2026 and 2027 construction season, it is now necessary to enter into a construction contract;

 

Whereas, Funding for the project is included in the approved capital budget of the DDA TIF Fund;

 

RESOLVED, That the DDA Board approves a bollard construction contract with Doan Construction Company, in the amount of $675,000 for bollard installation from the DDA TIF Fund;

 

RESOLVED, That a contingency amount of $67,500 be established, and that the DDA Executive Director be authorized to approve construction change orders not to exceed that amount, to satisfactorily complete this project;

 

RESOLVED, That the DDA Executive Director be authorized and directed to execute said bollard construction contract with Doan Construction Company after approval as to form by the DDA Attorney;

 

RESOLVED, That the Executive Director be authorized to take necessary administrative actions to implement this resolution.
