Resolution to Approve a Sole Source General Services Agreement with Access Michigan LLC To Perform Repairs on Vertiv/Liebert Units at the Water Resource Recovery Facility ($46,068.00)

Memorandum

Your approval is requested to authorize a Sole Source General Services Agreement with Access Michigan LLC to perform repairs on several Vertiv/Liebert Units at the Water Resource Recovery Facility (WRRF) for the amount of $46,068.00. The WRRF also requests that a contingency in the amount of $5,000.00 be approved to fund additional necessary repairs found during this work to complete this project as approved by the City Administrator.

 

At the WRRF Vertiv/Liebert units (6) are used for cooling the various electrical and switchgear rooms around the plant. These rooms generate heat from the electrical equipment. Maintaining cool operating temperatures in the electrical and switchgear rooms is important to prevent the failure of electrical components that power critical equipment.

 

During the annual preventative maintenance inspection Access Michigan found issues with several of the Vertiv/Liebert units. One Vertiv/Liebert unit has leaking coils that need replacement and cannot be repaired. The other units have contactors, reheat elements, and a fan issue.

 

Access Michigan LLC is the sole supplier/exclusive representation for Vertiv Corp. equipment, parts and services in the Ann Arbor area.

 

It is recommended that City Council approve a sole source general services agreement with Access Michigan LLC to perform repairs on the Vertiv/Liebert units at the WRRF.

 

Budget/Fiscal Impact: Funds to finance this purchase are included in the approved FY26 WRRF Operations and Maintenance Budget of the Sewage Disposal System Fund. City Charter language requires sole source procurement that includes goods over $25,000.00 receive City Council approval.

Whereas,  The  Vertiv/Liebert units need repairs found during the annual preventative maintenance inspection;

 

Whereas,  Repairing the Vertiv/Liebert unit will help prevent electrical failure to critical equipment due to heat;

 

Whereas,  Access Michigan is the sole source provider of Vertiv Corp/ equipment, parts, and services;

 

Whereas,  Access Michigan complies with the City’s conflict of interest, non-discrimination and living wage ordinances; and

 

Whereas,  Funds to finance this purchase are included in the approved FY26 WRRF Operations and Maintenance budget for the Sewage Disposal System Fund;

 

RESOLVED,  That City Council approves the sole source General Services Agreement with Access Michigan LLC in the amount of $46,068.00 for repairs on the Vertiv/Liebert units at the WRRF;

 

RESOLVED, That a contract contingency of $5,000.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the general services agreement with Access Michigan LLC. to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED,  That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
