Memorandum

Attached for your approval, please find a resolution to approve a change order to the construction contract with Doan Construction Co. (RFP No. 24-05) for the 2025 Annual Sidewalk and Ramp Repair Project.

 

The project consists of repairing the sidewalks in approximately 20% of the City in 2025, as part of a 5-year maintenance cycle to repair the City’s sidewalk system, as well as the continued replacement of sidewalk-curb ramps to meet accessibility requirements at requested miscellaneous locations throughout the City. The proposed change order in the amount of $427,339.60, includes the following additional work:

 

                     Removal of several asphalt paths in disrepair and replacement with concrete sidewalk - $278,678.30;

                     Filling the only remaining sidewalk gap on the south side of Sequoia Parkway along Hollywood Park - $51,089.14;

                     Crosswalk improvement work including concrete sidewalk and ramp replacements and Rectangular Rapid Flashing Beacon (RRFB) foundation installations - $55,982.16; and

                     Removal of concrete steps at Third & Krause - $41,590.00.

 

Budget/Fiscal Impact:  Funding for this change order comes from the Washtenaw County Road Millage funds for asphalt path replacements, Parks & Recreation funds for the sidewalk gap infill along Hollywood Park, Major Street Fund for crosswalk improvements, and the Street, Bridge and Sidewalk Millage for Third & Krause stair removal.

Whereas, The asphalt paths included in this work are in a state of disrepair, and have been identified for replacement with concrete sidewalk;

 

Whereas, The City’s Capital Improvements Plan calls for the filling of sidewalk gaps throughout the City and the gap along Sequoia Parkway scores a “High” priority in the City’s system;

 

Whereas, The City’s Capital Improvements Plan calls for crosswalk improvements across the City to promote pedestrian safety;

 

Whereas, The concrete steps at Third Street and Krause Street pose a mobility challenge;

 

Whereas, The existing approved contract in the amount of $737,663.02 is insufficient to cover the additional work in Change Order No. 1;

 

Whereas, The existing contingency in the amount of $74,000.00 is insufficient to cover the addition of Change Order No. 1; and

 

Whereas, Funding for this change order is available from the Washtenaw County Road Millage Fund, Parks & Recreation budget, Major Street Fund, and Street, Bridge, and Sidewalk Millage Fund;

 

RESOLVED, That City Council approve Change Order No. 1 to the construction contract with Doan Construction Co. for the 2025 Annual Sidewalk Program Project in the amount of $427,339.60 for a total contract amount of $1,165,002.62; and

 

RESOLVED, That Council authorizes the City Administrator to take necessary administrative actions to implement this resolution.
