Memorandum

This memorandum and resolution requests approval of a Sole Source Purchase Order with McNaughton-McKay Electric Company for a new variable frequency drive (VFD).

Approximately 20% of Ann Arbor’s drinking water source comes from three groundwater wells located near the Ann Arbor Airport. Each well is equipped with pumps and motors that are controlled by a variable frequency drive (VFD). The VFD is used to precisely control electric motor speed, torque, and direction to save energy, improve process control and reduce mechanical stress. Recently the VFD for one of the wells suffered a catastrophic failure and must be replaced to maintain adequate and reliable groundwater supply to the treatment plant.

 

McNaughton-McKay Electric Company is the sole source vendor to provide the replacement equipment.

 

McNaughton-McKay Electric Company complies with the requirements of the City’s Non-Discrimination Ordinance.

 

Budget/Fiscal Impact: This purchase is to be funded from the approved FY26 Water Supply System Fund operating and maintenance budget.

 

City Code requires best source goods procurement over $25,000.00 receive City Council Approval.

Whereas, The City’s groundwater wells are critical drinking water infrastructure that provide up to 20% of the City’s source water capacity;

 

Whereas, The variable frequency drive (VFD) for one of the wells has failed and must be replaced to maintain reliable groundwater supply to the Water Treatment Plant;

 

Whereas, McNaughton-McKay Electric Company is the sole source to provide replacement equipment;

 

Whereas, Funding for the VFD is available in the approved FY26 Water Supply System operating and maintenance budget; and

 

Whereas, McNaughton-McKay Electric Company complies with the requirements of the City’s Non-Discrimination Ordinance;

 

RESOLVED, That City Council approve a Sole Source Purchase Order with McNaughton-McKay Electric Company in the amount of $33,365.57 for a variable frequency drive; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
