Resolution to Approve FY 20 Allocations to Non-Profit Entities for Human Services - $1,247,529.00 (General Fund)
Memorandum
Attached for your consideration is a resolution to approve FY 2020 General Fund allocations to non-profit entities for human services, totaling $1,247,529.00. These awards are contingent on City Council's approval of the FY 20 budget, which includes this level of human services funding.
On October 16th, 2017 through resolution R-17-394, the City approved a continuation of the coordinated funding process for human services funding in partnership with Washtenaw County, the Ann Arbor Area Community Foundation (AAACF), the United Way of Washtenaw County (UWWC), the Washtenaw Urban County, and Saint Joseph Mercy Health-Ann Arbor (SJMAA).
The coordinated funding process includes three funding processes: Sector Leadership (UWWC, AAACF, and SJMAA), Capacity Building (UWWC, AAACF, and SJMAA), and Program Operations (City of Ann Arbor, Washtenaw County, UWWC, AAACF, and SJMAA). Each process is informed by the others and the Coordinated Funders collaborate to ensure efficient and effective investment of both public and private human services funding. The final allocation of resources and approval of funding recommended in each of these processes, however, remains under the authority of each partner’s governing board.
Through the partnership and process described in Resolution R-17-394, the program Coordinated Funding staff is recommending that a total of $4,350,140 be allocated annually to 38 agencies operating 59 programs, four of which are directed investments, in the following manner:

Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, the Washtenaw County Board of Commissioners, the Washtenaw Urban County Executive Committee, and the Saint Joseph Mercy Health-Ann Arbor Board of Directors approved a coordinated Funding process in the fall of 2017 for FY 2019 and FY 2020 human services funding;
Whereas, The City of Ann Arbor has reaffirmed this collaboration through Resolution R-17-394 which directed staff to utilize the Coordinated Funding model to identify allocations for human service investments for FY 2018-2020;
Whereas, Coordinated Funding staff recommend the allocation of $1,247,529.00 in City General Funds, $1,270,000.00 in United Way Funds, $1,015,000.00 in Washtenaw County General Funds, $277,029.00 in Washtenaw Urban County CDBG, $290,582.00 in Ann Arbor Area Community Foundation funds, and $250,000.00 in Saint Joseph Mercy Health Ann Arbor funds, to local non-profit human services agencies for FY 20, which assumes no change from FY 19 allocations;
Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, St. Joseph Mercy Health Ann Arbor, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee retain the authority to approve their own allocations; and
Whereas, Ann Arbor City Council, the Ann Arbor Area Community Foundation Board of Directors, the United Way of Washtenaw County Board of Directors, St. Joseph Mercy Ann Arbor Board of Directors, the Washtenaw County Board of Commissioners, and the Washtenaw Urban County Executive Committee have committed to allocating Program Operations funding allocations in partnership with each other;
RESOLVED, That the Mayor and City Council approve the following allocations from the General Fund, contingent on approval of human services funding in the FY 20 budget, to the non-profit entities listed below:

RESOLVED, That the Mayor and City Council authorize the City Administrator to direct the Washtenaw County Office of Community & Economic Development to negotiate contractual agreements with the funded entities, and with the coordinated funders as necessary, to provide the entities with an integrated coordinated funder contract, subject to approval as to substance by the City Administrator, and approval as to form by the City Attorney;
RESOLVED, That this integrated coordinated funder contract may be achieved through delegation of contracts and administration of funds to Washtenaw County on the City’s behalf, subject to approval of the City Administrator and City Attorney;
RESOLVED, That the Mayor and City Council support the United Way of Washtenaw County Board of Directors, the Washtenaw Urban County Executive Committee, the Washtenaw County Board of Commissioners, Saint Joseph Mercy Health - Ann Arbor, and the Ann Arbor Area Community Foundation Board of Directors in their coordinated funding recommendations below:
