Attached for your approval is a resolution authorizing an increase to the sole source purchase order with Jack Doheny Companies for the rental of a Vactor 2100i Combination Sewer and Catch Basin Cleaner.
A new Vactor truck was approved by Council (R19-066) in February, 2019. The truck will replace a mechanical rodding truck that was retired from service in May, 2019 due to the equipment experiencing numerous breakdowns and reaching the end of its useful life. The delivery of the vactor truck is expected in late November of this year and so to meet the currently scheduled preventative maintenance and cleaning needs of the sanitary sewer system, a rental machine is needed in the interim. Public Works secured a rental unit in June 2019 through a sole source purchase order with Jack Doheny Companies in the amount of $12,500.00. Jack Doheny Companies, Northville, Michigan, is the sole Michigan vendor of Vactor brand equipment and supplies. The Public Works staff is trained to operate the Vactor brand of equipment. Rental of this brand will ensure that all staff is familiar with the vehicle and able to operate it safely. It is necessary to increase the purchase order to cover the cost of the rental truck for the additional required rental period.
Budget/Fiscal Impact: Sufficient funds for the rental Vactor are available in the approved FY20 Sewage Disposal Fund Operations and Maintenance Budget.

Whereas, The City of Ann Arbor needs to continue rental services for a Vactor 2100i Combination Sewer and Catch Basin Cleaner to meet the currently scheduled preventative maintenance and cleaning needs of the sanitary sewer system until new equipment is delivered;
Whereas, Jack Doheny Companies, Northville, Michigan, is the sole Michigan vendor of Vactor brand equipment and supplies;
Whereas, Jack Doheny Companies complies with the requirements of the City’s conflict of interest and non-discrimination ordinances; and
Whereas, Funds are available in the FY20 Sewage Disposal Fund Operations and Maintenance Budget for the proposed expenditure;
RESOLVED, That a sole source purchase order for the rental Vactor 2100i Combination Sewer and Catch Basin Cleaner from Jack Doheny Companies be increased to $75,000.00, an increase in the amount of $62,500.00; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
