Attached for your consideration is a resolution to approve Amendment No. 1 to the Professional Services Agreement with Hubbell, Roth and Clark, Inc. (HRC) for As-Needed Transportation Engineering Services
A contract with HRC for As-needed Transportation Engineering Services was authorized by City Council (R-20-183) on June 1, 2020 in the amount of $150,000.00.
The terms of the contract expired on June 30, 2022.
HRC is currently finalizing Stop Sign Application Analyses at various locations around the City. While the work is substantially complete, it was not finalized prior to contract expiration. HRC’s continued services will be required past the current June 30, 2022 contract expiration date. Amendment No.1 will extend the contract under the current terms and cost authorization until December 31, 2022 in order to complete the stop sign analysis.
HRC is in compliance with the requirements of the City's Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact: Funding for the services provided by these consultants are available within the approved Major and Local Street Fund Operations and Maintenance budgets.

Whereas, Upon approval of Resolution R-20-183 by City Council, the City and Hubbell, Roth and Clark, Inc. (HRC) have entered into a Professional Services Agreement for As-Needed Transportation Engineering Services (Agreement);
Whereas, The Agreement expired on June 30, 2022;
Whereas, HRC is currently providing Transportation Engineering Services by completing Stop Sign Application Analyses;
Whereas, Transportation Engineering Services will be required past June 30, 2022;
Whereas, Amendment No. 1 extends the Agreement to December 31, 2022, with the same terms and conditions as the original Agreement;
Whereas, Amendment No. 1 makes no change to the $150,000.00 authorization previously approved for the Agreement;
Whereas, HRC is in compliance with the City’s Non-Discrimination and Living Wage ordinances; and
Whereas, Funding for these services are available in the approved Major and Local Street Fund Operations and Maintenance budgets.
RESOLVED, That the City Council approves Amendment No. 1 to the Professional Services Agreement with HRC, for transportation engineering services;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said Amendment No. 1 after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
