Resolution to Acknowledge and Commend Daniel Bicknell for Longstanding Public Service to Identify and Protect Residents of Ann Arbor from Exposure to Harmful Chemicals in Ann Arbor Freshwater Sources

Whereas, The Environmental Commission advises the Ann Arbor City Council on issues related to environmental policy, environmental issues and environmental implications of all City programs and proposals on the air, water, land and public health;
Whereas, Daniel Bicknell discovered 1,4-dioxane in Third Sister Lake in Scio Township, adjacent to the Gelman Sciences, Inc. property in 1984;
Whereas, Daniel Bicknell alerted and helped to organize members of the community about the presence of 1,4-dioxane in the groundwater;
Whereas, Subsequent actions by members of the community resulted in testing and identification of 1,4-dioxane in nearby groundwater and drinking water wells the Washtenaw County Department of Health;
Whereas, Daniel Bicknell proceeded through a career with the Environmental Protection Agency (EPA), including work on Superfund Cleanup projects, General Motors environmental corporate staff and Global Environmental Alliance, LLC; and
Whereas, Daniel Bicknell has continued to provide technical assistance on regulatory process, guidance on remediation methods, and communication with professional consultants;
Whereas, Daniel Bicknell has provided support to involved members of the community including local, state and national elected officials, the Coalition for Action to Remediate Dioxane, Scio Residents for Safe Water, multiple environmental non-profit groups, and individual members of the community with respect to addressing the cleanup processes; Whereas, Daniel Bicknell has continued with his community involvement via use of his outstanding professional credentials;
Whereas, The Ann Arbor Environmental Commission commends Daniel Bicknell for his long history of service to the community through his activism and use of scientific and institutional knowledge; and
Whereas, The Ann Arbor Environmental Commission requests that the Ann Arbor City Council provide a coordinating resolution of appreciation and respect to Daniel Bicknell for his service;
RESOLVED, That the City of Ann Arbor commends Daniel Bicknell for his long history of service to the community through his activism and use of scientific and institutional knowledge; and
RESOLVED; That the City of Ann Arbor send the commendation of Dan Bicknell’s service to the leadership of Washtenaw County, the Washtenaw County delegation to the Michigan Legislature, the Director of the Michigan Department of Environment, Great Lakes, and Energy, the Region Administrator - United States Environmental Protection Agency - Region V, Michigan Attorney General, and Governor Gretchen Whitmer.
