Resolution To Approve a Grant to Support the Development of a Business Improvement Zone (BIZ) in the State Street District
Memorandum
The State Street District is requesting funding to support the creation of BIZ in the State Street neighborhood. The Executive Director of the State Street District presented the request to the DDA Executive Committee on December 3, 2025, the Executive committee recommended the request move to the DDA Board for consideration.

Whereas, Business Improvement Districts (BID) and Business Improvement Zones (BIZ) enable property owners to select services they wish to privately fund as a group that are over and above the services provided by local governmental agencies;
Whereas, With financial support from the DDA, a BIZ was successfully established on S. Main Street in 2010;
Whereas, State Street District has made a request to the DDA for a grant up to $63,000 to support the creation of a BIZ in the State Street District to pay for services over and above those currently provided by the city;
Whereas, A grant from the DDA would enable this group to hire a consultant to guide them through the process of exploring and, if feasible, creating this BIZ;
Whereas, The total cost for this effort will be up to $70,000 with DDA funds matched by up to $7,000 from State Street District property owners and the State Street District, thus demonstrating commitment and involvement;
Whereas, The Executive Committee recommends approval of this up to $63,000 grant made in phases, up to $45,000 upon the completion of Phase 1, and $18,000 upon the completion of Phase 2;
RESOLVED, The DDA Board approves a grant of up to $63,000 to support the effort to create a Business Improvement Zone in the State Street District, by providing funding to hire a consultant to guide them through the process;
RESOLVED, The DDA Board authorizes its executive director to execute the grant agreement with the State Street District and administer the grant per the terms therein.
