Resolution to Authorize a Sole Source Purchase Order to Carrier & Gable, Inc., of Farmington Hills, Michigan, for Traffic Signal Materials and Supplies ($588,000.00)
Memorandum
Please find attached for your consideration a resolution that authorizes a sole source purchase order to Carrier & Gable, Inc., of Farmington Hills, Michigan, for traffic signal materials and supplies. We are requesting $588,000.00 for several planned projects and for the purchase of normal maintenance supplies.
This resolution supports the following projects:
Fuller Rd. flashing yellow arrow install ($16,000.00)
School/Pedestrian Safety gateway treatments ($30,000.00)
Seventh and Liberty traffic signal rebuild ($40,000.00)
Traffic signal cabinet upgrades ($72,000.00)
Maintenance operations including wear-out and accident damage, and support of other City projects ($342,000.00)
RRFB installations in conjunction with capital projects, locations yet to be determined ($88,000.00)
Budget/Fiscal Impact
Approximately $288,000.00 of the above-mentioned projects will be funded from the
FY 18 Public Works Major and Local Street fund operations and maintenance budget. Approximately $300,000.00 will be utilized for project support and will be expended against the appropriate capital project budgets. In cases of accident damages, the City seeks restitution by billing responsible parties for damages.
Carrier & Gable, Inc. is the sole area distributor in Michigan and Indiana for the Eagle Signal Company. All of the City signalized intersections utilize equipment manufactured by Eagle. In addition, Carrier and Gable is Michigan’s exclusive dealer for the QWIK KURB traffic separator system, which will be used for the school/pedestrian gateway treatments. The advantages of sole source supply include reduced inventory requirements, as well as the need to train technicians in the repair of only one type of product.
Carrier and Gable, Inc. complies with the requirements of the City’s Non-discrimination Ordinance.

Whereas, Carrier and Gable, Inc. of Farmington Hills, Michigan, is the supplier of Eagle traffic components used to maintain the City of Ann Arbor traffic signals and for the QUICK KURB traffic separator system;
Whereas, Carrier and Gable, Inc., of Farmington Hills, Michigan complies with the City’s non-discrimination ordinance; and
Whereas, Sufficient funds are included in the approved FY 18 Public Works Major and Local Street Fund Operations and Maintenance budget and approved capital budgets.
RESOLVED, City Council approve a sole source purchase order to Carrier and Gable, Inc. In the amount of $588,000.00; and
RESOLVED, That Council authorizes the City Administrator to take the necessary administrative actions to implement this resolution.
