Resolution to Approve a Construction Contract with Inner City Contracting, LLC for the West Park Bandshell Demolition Project (ITB No. 4791) ($481,765.72)

Attached for your review and action is a resolution for the demolition of the West Park Bandshell. The West Park Bandshell has remained closed since 2021 due to structural concerns. Following extensive public engagement, the recommended course of action was demolition of the existing structure. The project includes removal of the existing park shelter, wood retaining wall, and stamped concrete path, as well as restoration of the impacted areas within the building’s footprint.
Solicitation of Bids:
Park staff solicited bids under ITB No. 4791 through the City’s Procurement Unit. The bid documents were advertised on the City’s Website and on the Michigan Inter-governmental Trade Network (MITN) website. On July 9, 2026, two (2) proposals were received and publicly opened. The City evaluated the bids and found no irregularities. Inner City Contracting, LLC was the lowest responsible bidder for the project.

Budget/Fiscal Impact: Funding is available in the approved FY 2027 Park Maintenance and Capital Improvement Millage budget. A 10% construction contingency ($43,796.88) is requested to cover potential contract change orders to be approved by the City Administrator. It is requested that the $481,765.72 contract and continency amount be approved for the life of the project without regard to fiscal year.
The Park Advisory Commission recommended approval of this contract at their August 18, 2026 meeting.

Whereas, Extensive public engagement efforts resulted in the decision to demolish the West Park Bandshell;
Whereas, Parks staff solicited proposals through the City’s Procurement Unit and on July 9, 2026, two bids were received for this work;
Whereas, The lowest responsible bid, from Inner City Contracting, LLC, was in the amount of $437,968.84;
Whereas, Inner City Contracting, LLC. is able to meet the project requirements and has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non- Discrimination, Prevailing Wage, and Living Wage Ordinances;
Whereas, Funding for this project is available from the approved Park Maintenance and Capital Improvement Millage Fund; and
Whereas, The Park Advisory Commission recommended approval of this contract at their August 18, 2026 meeting;
RESOLVED, That City Council approve a construction contract with Inner City Contracting, LLC. in the amount of $437,968.84 for the West Park Bandshell Demolition Project; and
RESOLVED, That a contingency amount of $43,796.88 (10%) be established within the project budget to cover potential contract change orders for the life of the project without regard to fiscal year;
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute the contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution, including issuing temporary and permanent Traffic Control Orders and night work authorizations as required for the construction of the project.
