Attached for your review and approval is a resolution to award a two-year general services contract with RACM, L.L.C., D/B/A Servpro Team Miller, for Water Damage Remediation Services in the amount of $170,000.00, ITB No. 4790.
The City of Ann Arbor contracts for services related to water damage remediation after a sanitary or storm sewer backup that results from a blockage or a surcharge in City-owned and maintained sewers and property damage due to water distribution system water main breaks. The offered services include sanitizing and debris removal but does not include repair or restoration of the property.
ITB 4790, Water Damage Remediation Services, was advertised on the City’s Website and on the Michigan Inter-governmental Trade Network (MITN) website. Nine (9) bids were received and publicly opened on July 1, 2026. RACM, L.L.C., D/B/A Servpro Team Miller was the lowest responsible bidder.
Budget/Fiscal Impact: Funding is available in the FY27 Operations and Maintenance budgets of the Sewage Disposal System Fund, Stormwater Fund and Water System Fund and will be made available in subsequent fiscal years if approved by Council.
RACM, L.L.C., D/B/A Servpro Team Miller complies with the City’s Non-Discrimination, Conflict of Interest, and Living Wage ordinances.

Whereas, The City contracts for as needed water damage remediation services for sanitary and storm sewer backups that result from a blockage or a surcharge in City-owned and maintained sewers and water main breaks that result in flooding;
Whereas, The City solicited bids for the as needed services, and RACM, L.L.C., D/B/A Servpro Team Miller is the lowest responsible bidder (ITB-4790);
Whereas, The term of the proposed contract with RACM, L.L.C., D/B/A Servpro Team Miller is for two-years and up to $170,000.00; and
Whereas, RACM, L.L.C., D/B/A Servpro Team Miller complies with the City’s Non-Discrimination, Conflict of Interest and Living Wage Ordinances;
RESOLVED, That Council approve a (two) 2-year general services contract with RACM, L.L.C., D/B/A Servpro Team Miller for Water Damage Remediation Services (ITB 4790) not-to-exceed $170,000.00 and subject to the availability of funding;
RESOLVED, That the City Administrator be authorized to approve one additional one-year renewal of the agreement under the same terms and conditions, subject to a 3% increase, if agreeable by both parties and subject to the availability of funding;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take necessary administrative actions to implement this resolution.
