Resolution to Approve the Oakland County Incident Management Team Interlocal Agreement between Oakland County and City of Ann Arbor
Memorandum
We recommend your approval of the attached Interlocal Agreement between Oakland County and City of Ann Arbor for the City’s participation as a member of Oakland County Incident Management Team (“OCIMT”) under the direction and supervision of the Oakland County Emergency Management Division.
The OCIMT is an all-hazard approach to managing incidents or supporting Unified Commands with personnel trained and qualified in the National Incident Management System (“NIMS”), Incident Command System (“ICS”), and specific ICS positions. The OCIMT will provide support to an Incident Commander by performing ICS functions as required by the incident kind, type, and complexity. The goal is to work together to implement and achieve the NIMS Implementation Objectives of Command and Management at the scene of an incident / emergency, disaster, or catastrophe.
Incident management teams are deployed as a team of trained personnel to manage major and / or complex incidents requiring a significant number of local, regional, and state resources. They also manage incidents that extend into multiple operational periods and require written Incident Action Plans (IAP). They may be utilized at incidents such as a tornado touchdown or flood. They can also assist with planned mass-gathering type of events such as festivals, political rallies, state and national summits and conferences.
The OCIMT operates like other specialty teams, such as hazardous teams or technical rescue teams, where membership is comprised of employees from various municipalities. Washtenaw County does not operate a similar team. The OCMIT has been in existence for over a decade and has a strong organizational track record. Attempting to build a team from nothing is an incredibly challenging and time-consuming endeavor, which City staff do not have the bandwidth to currently do.
City employees who are part of this team will gain training opportunities and experience dealing with incidents in other communities. The OCIMT would then be available to the City of Ann Arbor for a complex, multiple operational period incident.
The City of Ann Arbor maintains legal authority for any incident in the City of Ann Arbor. The OCIMT would support and assist the local jurisdiction.
Budget/Fiscal Impact: There is minimum financial impact, and no budget appropriation is being requested. Employees assigned to this team will do so as part of their normal assignment. Overtime for certain employees may be incurred by response to incidents. However, depending on the incident size and scope, that time may be reimbursed by the State of Michigan and/or Federal Emergency Management Agency (FEMA).

Whereas, The City of Ann Arbor routinely is faced with natural and human-caused catastrophes, and it is important for the City of Ann Arbor to have employees who have training and experience to deal with these complex incidents;

Whereas, To plan, prepare, respond, and recover from complex incidents, the City of Ann Arbor is looking to enter into an interlocal agreement with Oakland County to join the OCIMT;
RESOLVED, That Council approves the Oakland County Incident Management Team Interlocal Agreement between Oakland County and City of Ann Arbor for participation in the OCIMT under the direction and supervision of the Oakland County Emergency Management Division;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
