A Resolution to Apply for a Grant for $45,000 for a Reconnaissance Level Historic Resource Survey of the Old Fourth Ward Historic District

If approved, this resolution will allow the City to apply for a grant from the State Historic Preservation Office (SHPO) in the amount of $45,000 to hire a consultant to complete a Reconnaissance Level Historic Resource Survey of the Old Fourth Ward Historic District. A survey was completed in 1982 but omitted nearly 2/3 of the 344 properties in the Old Fourth Ward. A new survey will assist the Historic District Commission in making decisions, provide information to property owners and occupants, and comply with Certified Local Government requirements set by the SHPO.

Whereas, The City of Ann Arbor is a Certified Local Government (CLG) eligible to apply for Michigan Historic Preservation Fund grant dollars to support the city’s historic preservation program;
Whereas, The City of Ann Arbor supports promoting historic preservation;
Whereas, The City of Ann Arbor will submit a 2021 CLG grant application to the Michigan State Historic Preservation Office (SHPO) for a total grant request of $45,000 to fund a Reconnaissance Level Historic Resource Survey of the Old Fourth Ward Historic District;
Whereas, The City of Ann Arbor will be the sole recipient, administrator, logistics organizer, and fiscal agent of the grant, including contracting, paying vendors, and receiving reimbursement from SHPO;
Whereas, The City of Ann Arbor will provide general fund dollars and in-kind staffing salaries through its Historic Preservation Coordinator, to complete this project;
Whereas, City Planner/Historic Preservation Coordinator Jill Thacher shall be the Grant Project Manager who will oversee the CLG grant management and grant administration duties; and
Whereas, The City of Ann Arbor acknowledges that the CLG grant is an expense reimbursement program and authorizes expenditures in the amount of $45,000 for the grant project with the knowledge that eligible expenditures up to the approved grant amount will be reimbursed upon SHPO acceptance of the final completion report, and SHPO audit and acceptance of financial documentation for eligible costs;
RESOLVED, That City Council directs the City Administrator to file an application for a grant from the SHPO CLG Grant Program for $45,000 to be used to contract with a 36 CFR 61 qualified historic consultant to perform the Reconnaissance Level Survey of the Old Fourth Ward Historic District and prepare a final report; and
RESOLVED, That the City Administrator be authorized to sign the grant application and any additional grant documentation, and to take any additional administrative actions necessary to implement this resolution.
