Resolution to Approve a Contract with Allied Building Service Company of Detroit, Inc., for the Renovation of Fire Station #6 ($208,400.00, iTB 4599) and to Appropriate Funds (8 Votes Required)

Memorandum

Attached for your review and approval is a resolution to approve a contract to Allied Building Service Company of Detroit, Inc. in the amount of $208,400.00 for the renovation of Fire Station #6 to create gender neutral facilities and interior living spaces (ITB No. 4599) and to appropriate funds. 

 

Fire Station #6 was constructed at a time when the fire service was made up of predominantly male fire fighters, and as more women have joined the fire service, it is important to ensure that the City’s fire station facilities reflect the these changes in the gender make-up of the fire service.  The proposed renovations to Fire Station #6 will provide gender neutral restroom and shower facilities and living spaces which can be used by all fire service employees during all shifts regardless of gender.  The project involves the renovation of the existing restroom and shower facilities into two unisex restrooms with individual shower facilities in each restroom and conversion of an open, dorm-style sleeping area into three individual sleeping rooms.  The project also includes renovation of a half restroom for ADA compliance, renovations to the locker room facilities and the upgrade of interior and exterior lighting to new LED fixtures.

 

The Project was bid as ITB No. 4599 through the City’s standard procurement procedures.  Three bids were received and opened on September 17, 2019.  Staff evaluated the bids and determined the lowest responsible bid was from Allied Building Service Company of Detroit, Inc. in the amount of $208,400.00.  The bid tabulation is attached.

 

Staff is recommending the approval of a contract to Allied Building Service Company of Detroit, Inc. in the amount of $208,400.00 for the Gender Neutral Renovations to Fire Station #6 (base bid plus bid alternate #2).  A 10% contingency ($20,800.00) is requested to cover potential contract change orders to be approved by the City Administrator. 

 

Allied Building Service Company of Detroit, Inc. has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination, Prevailing Wage and Living Wage Ordinances. 

 

Budget Impact:  There are several sources of available funding for this project, which includes the contract amount of $208,400.00, design/engineering costs of $25,000.00, and the contingency amount of $20,800.00:

1.                     $150,000.00 is included for this project in the City’s Capital Improvement Plan and funding is available in the General Capital Fund Budget;

2.                     $89,167.00 of unused funds available after the Fire Station #1 Generator Replacement project was completed under budget and which was an approved General Capital Fund Project;

3.                     $15,033.00 is requested to be appropriated to the General Fund Fire Department FY20 operating budget.

Whereas, The City desires to provide gender neutral facilities for its Fire Department employees, and there is a need to provide gender neutral facilities and living spaces at Fire Station #6;

 

Whereas, The City received three bids for the gender neutral renovations at Fire Station #6 (ITB No. 4599) which were opened on September 17, 2019, and Allied Building Service Company of Detroit, Inc. was the low responsible bidder with a bid amount of $208,400.00 (base bid plus bid alternate #2);

 

Whereas, Allied Building Service Company of Detroit, Inc. has submitted all required Non-Discrimination, Prevailing Wage, Living Wage, and Conflict of Interest Disclosure forms and complies with the requirements of the City’s Non-Discrimination, Prevailing Wage, and Living Wage Ordinances; and

 

Whereas, The project was included in the City’s Capital Improvement Plan, and $239,167.00 is available in the General Capital Fund Budget and $15,033.00 is to be appropriated to the General Fund Fire Department FY20 Operating Budget;

 

RESOLVED, That City Council approves a contract in the amount of $208,400.00 with Allied Building Service Company of Detroit, Inc. for Gender Neutral Renovations to Fire Station #6 (ITB No. 4599, base bid plus bid alternate #2);

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the project deficit in the amount of $104,200.00 for the Fire Station #6 Gender Neutral Renovations project will come, in part, from the unused funds from the Fire Station #1 Generator Replacement project ($89.167.00);

 

RESOLVED, That City Council appropriate $15,033.00 from the General Fund fund balance to the General Fund Fire Department budget to cover the remaining project deficit and that the funds be made available without regard to fiscal year;

 

RESOLVED, That City Council authorize the use of $89,167.00 in the General Fund Capital Budget representing unused funds available after the Fire Station #1 Generator Replacement project was completed under budget and which was an approved General Fund Capital Project, and authorizes the transfer of $15,033.00 from the General Fund Fire Services Unit Budget to partially fund the project budget and contingency; and

 

RESOLVED, That the City Administrator be authorized to take all necessary actions to implement this resolution including the approval and execution of change orders within the approved contingency amount.
