Resolution to Approve a General Services Agreement with Miller-Boldt, Inc. for the Large Water Meter Replacement Project ($104,040.00; RFP No. 25-46)

Memorandum

Attached for your review and approval is a resolution to approve a general services contract with Miller-Boldt, Inc. in the amount of $104,040.00 for the installation of large water meters within the City as part of the Large Water Meter Replacement Project. 

 

This contract is necessary to complete the Large Water Meter Replacement Project, which will permit replacement of the remaining large (1.5” and larger) water meters that have reached the end of their useful life. In addition, the battery life (approximately 15 years) of existing MTUs has been reached. Failure of either would result in a loss of, or inaccurate, water/sewer use data. 

 

Under this contract, Miller-Boldt, Inc. will provide overall project management and installation services for the Project including overall coordination, customer outreach, scheduling, and the installation of new electromagnetic water meters and MTUs. The contract also includes gathering customer water service line material information to comply with the Lead and Copper Rule, as well as surveying properties for compliance with the City’s Cross Connection Control Program. 

 

Public Works is requesting a 20% contingency for the program due to the various existing conditions at each meter replacement location. Furthermore, a high probability exists of additional large water meters being added to the scope as deemed necessary during the agreement duration.

 

In response to RFP No. 25-46, 2 proposals were received on October 22, 2025. Miller-Boldt, Inc. was awarded the highest score by the selection committee using the City’s point-based evaluation process. Therefore, staff recommends awarding the contract for this project to Miller-Boldt, Inc.

 

Miller-Boldt, Inc. complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

 

Budget/Fiscal Impact:  The Capital Improvements Plan (“CIP”) includes the Large Water Meter Replacement Project (UT-WS-22-20). Funding for this agreement is included in the approved Water Supply System and Sewage Disposal Budgets.

Whereas, The cost of this work is included in the approved Water Supply System and Sewage Disposal Capital Budgets and Water Operations and Maintenance Budgets;

 

Whereas, Proposals for the Large Water Meter Replacement Program (RFP No. 25-46) were received by the City on October 22, 2025;

 

Whereas, Miller-Boldt, Inc. received the highest score among the proposals reviewed by the selection committee;

 

Whereas, Bid pricing is firm for a duration through December 31, 2026; and

 

Whereas, Miller-Boldt, Inc. complies with the City’s Non-Discrimination and Living Wage ordinances;

 

RESOLVED, That City Council approve a General Services Agreement with Miller-Boldt, Inc. in the amount of $104,040.00 to replace the remaining large water meters that have reached the end of their useful life in the City (RFP No. 25-46);

 

RESOLVED, That a contract contingency amount of $20,808.00 (20%) be established within the project budget and that the City Administrator be authorized to approve amendments and change orders to the agreement not to exceed that amount in order to satisfactorily complete this project;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
