Attached for your review and approval is a resolution to award a contract to Site Development, Inc. in the amount of $720,387.20 for the Vaughn St./ Nob Hill/ Copley Ave./ Harbal/Leaird Dr./ Yost Alley Water Main And First Street Sanitary Replacement Project.
 
The construction contract titled "Vaughn St. / Nob Hill/ Copley Ave. / Harbal & Leaird Dr. / Yost Alley Water Main and First Street Sanitary Replacement Project" includes the installation of new 8" and 12" water mains at several different locations in the City. The locations are combined in one construction contract for efficiency and cost savings.
 
The Vaughn Street water main includes the installation of approximately 690 feet of new 8" ductile iron water main to replace the existing 4" water main that serves the houses on Vaughn Street.  The fire hydrants on Vaughn Street have inadequate flows. This work will provide a more reliable water service for the neighborhood, and conform to City of Ann Arbor water main and fire protection standards by upsizing the pipe.   Vaughn Street is scheduled to be resurfaced by the city resurfacing project this year, following the water main work, which will also replace adjacent sidewalk ramps to comply with ADA requirements.
 
The Nob Hill water main includes the installation of approximately 2,663 feet of new 8" and 12" ductile iron water main to replace the existing 6" mains that serve the apartment houses on Nob Hill, and the houses on South First Street and West Davis Ave.  Nob Hill and South First Street have a history of water main breaks that have disrupted service.  The water main replacement will extend north to Madison in order to improve fire flows appropriate for a high density residential population.  This work will provide a more reliable water service for the neighborhood, and conforms to City of Ann Arbor water main and fire protection standards by upsizing the pipe, connecting to a larger pipe in Madison, and adding seven fire hydrants.  The work will also include the replacement of 350 feet of 8" sanitary pipe which is failing in South First Street north of Koch Ave.  Following the water main and sanitary pipe work, West Davis Ave and South First Street between Koch and Davis is scheduled to be resurfaced by the city resurfacing project this year, with replacement of adjacent sidewalk ramps to comply with ADA requirements.
 
The Copley Ave. water main includes the installation of approximately 1,075 feet of new 8" ductile iron water main to replace the existing 6" main that serves the houses on Copley Ave and Tappan Middle School.  The fire hydrant on Copley Ave. has inadequate flows, and Tappan Middle School fire hydrant coverage is inadequate.  This work will conform to City of Ann Arbor water main and fire protection standards by upsizing the pipe and adding two fire hydrants.  The Ann Arbor Public Schools will be reimbursing the city for work done on school property, (approximately 700 feet of water main and two hydrants), and performing their own restoration & resurfacing of the parking lot.   
 
The Harbal & Leaird Drives water main includes the installation of approximately 1,130 feet of new 8" ductile iron water main to replace the existing 4" and 6" mains that serve the houses on Harbal and Leaird Drives.  Residents on Harbal and Leaird Drives have complained about water quality.  This work will provide a more reliable water service for the neighborhood, and conform to City of Ann Arbor water main and fire protection standards by upsizing the pipe, and adding three fire hydrants.  
 
The Yost Alley water main includes the installation of approximately 750 feet of new 8" ductile iron water main to replace the existing 4" main that serves the businesses on the alley between Yost and Pittsfield Blvd.  Yost Alley has a history of water main breaks that have disrupted service.  This work will provide a more reliable water service for the neighborhood, and conform to City of Ann Arbor water main and fire protection standards by upsizing the pipe and adding a fire hydrant.  
 
At all work locations, the storm system will be upgraded by replacing drop inlets with 2' diameter structures, as requested by Field Operations.
 
The construction contract was advertised on Bidnet and plans and specifications were distributed to contractors who expressed interest in the project. Ten bids for the construction were received and opened on Thursday, April 29, 2010. The low bid from Site Development, Inc. of $720,387.20 is approximately 15% below the Engineer's Estimate. The construction of the project is scheduled for completion by November 2010.  
 
The funding for this project will be advanced from the Water Supply System pending reimbursement from the Michigan DNRE Drinking Water Revolving Fund, (DWRF) for an estimated amount of $1,000,000.00, and the sale of Water Revenue bonds.  Funding for work on Tappan Middle School property will be reimbursed by the Ann Arbor Public Schools and is estimated to be $100,000.00.  Funding for sanitary work will be advanced from the Sewage Disposal System pending the sale of Sanitary Revenue bonds and is estimated to be $45,000.00.  Funding for storm work will be advanced from the Storm System and is estimated to be $30,000.00.  Council approved this project as a part of the FY10 and FY11 capital budget with funding from the Water Supply System, and Sewage Disposal System.  Yost Alley was added to the project after the capital budget approval process due to recent maintenance concerns.
 
Site Development, Inc. received Human Rights approval on May 5, 2010. Employees working on this project will be paid prevailing wages (which exceed the "living wage") per the contract and will conform to CUB requirements.

Whereas, It is necessary to install new water mains in Vaughn St., Nob Hill, South First Street, West Davis Ave, Copley Ave., Harbal/Leaird Dr. and  the Yost Alley, and install new sanitary in First Street to provide safe and dependable water and sanitary service for these residences;
 
Whereas, Competitive bids were received by the Procurement Unit on April 29, 2010 and Site Development, Inc. of Madison Heights, MI, was the lowest responsible bidder at $720,387.20;
 
Whereas, The contractual proposal sets forth the services to be performed by said company, and the payments to be made by the City therefore, all of which are agreeable to the City;
 
Whereas, The Ann Arbor Public Schools will be reimbursing the city for work done on school property, and performing their own restoration & resurfacing of the parking lot;
 
Whereas, It is now necessary to enter into a contract with said company for said construction project;
 
Whereas, Site Development, Inc. received Human Rights approval on May 5, 2010 and complies with the Living Wage Ordinance;
 
Whereas, The estimated project cost is estimated to be $1,144,700.00 and is  available in the approved FY 2010 & FY 2011 water supply ($969,700.00), storm water ($30,000.00), and sanitary sewer ($45,000.00) capital budgets;
 
Whereas, Some of the drinking water portion of this project will be reimbursed from the Michigan DNRE Drinking Water Revolving Fund, (DWRF) for an estimated amount of $1,000,000.00; and
 
Whereas, The Ann Arbor Public Schools will reimburse the City for water main work done on Tappan Middle School property for an estimated amount of $100,000.00;
 
RESOLVED, That a contract in the amount of $720,387.20 be awarded to Site Development, Inc. for the construction of the Vaughn St./ Nob Hill/ Copley Ave./ Harbal/Leaird Dr./ Yost Alley Water Main And First Street Sanitary Replacement Project (Bid No. ITB-4082);
 
RESOLVED, That a contract contingency amount of $72,000.00 be established and that the City Administrator be authorized to approve additional change orders to the construction contract with Site Development, Inc., not to exceed $72,000.00 in order to satisfactorily complete this project;
 
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said contract after approval as to form by the City Attorney, and approval as to substance by the City Administrator;
 
RESOLVED, That the City makes the following declaration for the purpose of complying with the reimbursement rules of Treasury Regulations 1.150-2 pursuant to the Internal Revenue Code of 1986, as amended, that the City reasonably expects to reimburse itself for expenditures for the costs of the Project with proceeds of Bonds; and
 
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
