Resolution to Authorize the Purchase of a 2026 Wheeled Coach Type III Ambulance from Emergency Vehicles Plus Inc. (HGACBuy Cooperative Purchasing Agreement) and Appropriate Funds ($346,001.00) (8 Votes Required)
Memorandum
The attached resolution authorizes the purchase of one 2026 Wheeled Coach Type III Ambulance at a cost of $346,001.00 through the HGACBuy cooperative purchasing program (contract #AM10-23) for use by the Safety Services Area, Fire Department Unit. This ambulance will be a new addition to the City’s fleet and is being funded by direct funding via the University of Michigan.
This third ambulance will be used for surge capacity for significant events such as concerts at Michigan Stadium, BIG10 rivalry games, and Art Fair. It will also ensure ambulance availability when other ambulances are down for maintenance or repair.
This third ambulance has the same basic setup as the other two and includes a cot, loading system, and associated equipment. The new ambulance is a spec model and is available for immediate delivery. There are currently no hybrid or fully electric ambulances which are commercially available, though several manufacturers are in the development phase. It is anticipated that this vehicle will be replaced with a hybrid or electric ambulance at the end of its life cycle.
Wheeled Coach was awarded Contract #AM10-23 by the HGACBuy cooperative purchasing program for ambulances. Emergency Vehicles Plus Inc., Holland, Michigan is an authorized dealer for Wheeled Coach under the HGACBuy contract.
Emergency Vehicles Plus Inc. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances.
Budget/Fiscal Impact: Funding for this purchase is provided by a direct funding allocation from the University of Michigan. This new ambulance will be placed on an 8-year replacement schedule which is consistent with similar vehicle chassis in the City’s Fleet. The AAFD will have an annual replacement cost of approximately $57,511.00 for this ambulance. The funding received from the University of Michigan was not previously budgeted and it is being requested that $346,000.00 be appropriated to the FY 2027 General Fund Fire Department expenditure budget.

Whereas, The Fleet & Facilities Unit needs to purchase an ambulance for the City’s fleet;
Whereas, Competitive bids were received by the HGACBuy cooperative purchasing program and Wheeled Coach of Winter Park, FL, received contract #AM10-23 for ambulances;
Whereas, Emergency Vehicles Plus Inc. of Holland, MI, is a dealer of record for Wheeled Coach under the HGACBuy cooperative purchasing program;
Whereas, Emergency Vehicles Plus Inc. complies with the requirements of the City’s Conflict of Interest and Non-Discrimination Ordinances; and
Whereas, Adequate funds for the purchase of this ambulance are available through a direct funding allocation from the University of Michigan;
RESOLVED, That the City Council approves the issuance of a purchase order to Emergency Vehicles Plus Inc. for one 2026 Wheeled Coach Type III Ambulance in the amount of $346,001.00;
RESOLVED, That City Council appropriates $346,000.00 to the FY 2027 General Fund Fire Department expenditure budget with the source of revenue being funds received from the University of Michigan; and
RESOLVED, That the City Administrator is authorized to take all necessary actions to implement this resolution.
