Resolution to Approve a Professional Services Agreement between the City and C&S Engineers, Inc. for Engineering Services for the Safety Extension of Runway 6/24 at the Ann Arbor Municipal Airport ($618,700.00)

Memorandum

Attached for your consideration is a resolution to approve a Professional Services Agreement between the City and C&S Engineers, Inc. (C&S), Livonia, Michigan, in the amount of $618,700.00, for engineering services related to the safety extension of runway 6/24 at the Ann Arbor Municipal Airport. 

 

This agreement includes professional services for the design, bidding and construction administration of the project to shift runway 6/24 150’ to the southwest, extend runway 6/24 an additional 720’ to the southwest, install new navigational aids and runway lighting, extend the parallel taxiway A to match the runway length, relocate taxiway D, and other associated improvements to improve safety and make the runway compliant with current Federal Aviation Administration (FAA) design standards.

 

The City issued SOQ #20-33 in October 2020 and C&S was selected as the airport consultant in December 2020. In addition to the traditional engineering services, C&S will also address the significant agency coordination requirements of construction at the airport between the Federal Aviation Administration, Michigan Office of Aeronautics, Washtenaw County, Pittsfield Charter Township and the City of Ann Arbor.

 

C&S Engineers, Inc. complies with the requirements of the City’s Conflict of Interest, Living Wage and Non-Discrimination ordinances.

 

Budget/Fiscal Impact:  Funding for this professional services agreement will be through a grant contract with the Michigan Department of Transportation that is also on tonight’s City Council agenda. Funding for the airport’s share of this grant is included in the approved FY25 Airport Fund Operations and Maintenance budget. All funding (local, state and federal) for this project will come from fees paid by users of aviation industry services. The grant is administered by MDOT-Aero.

Whereas, The City needs to extend runway 6/24 and make related improvements to support this safety extension at the Ann Arbor Municipal Airport;

 

Whereas, C&S Engineers, Inc., Livonia, Michigan was selected as the airport’s consulting engineer in December 2020;

 

Whereas, C&S Engineers, Inc. has submitted a proposal for final design, bidding and construction administration for the proposed runway 6/24 safety extension project, for a fee of $618,700.00;

 

Whereas, Funding for the work is available through a grant with the Michigan Department of Transportation who will also be administering the funding; and

 

Whereas, C&S Engineers, Inc. complies with the requirements of the City’s Conflict of Interest, Living Wage and Non-Discrimination Ordinances;

 

RESOLVED, The City Council approve the Professional Services Agreement with C&S Engineers, Inc. in the amount of $618,700.00 for design, bidding and construction administration for the proposed runway 6/24 safety extension project at the Ann Arbor Municipal Airport;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to sign the Professional Services Agreement upon approval as to form by the City Attorney, and upon approval as to substance by the City Administrator; and

 

RESOLVED, That the City Administrator be directed to take the necessary administrative actions to implement this resolution.
