Resolution to Approve Change Order No. 2 with Fonson Company, Inc. for the Westgate Watermain Replacement Project (Additional $220,884.97, Total Contract Amount $2,411,824.68; RFP 25-10)

Memorandum

Attached for your review and approval is Change Order No.2 to the construction contract with Fonson Company, Inc. for the Westgate Watermain Replacement Project (RFP 25-10).

 

On April 7, 2025, City Council approved a construction contract with Fonson company, Inc (R-25-108). This project consisted of over 2,000 linear feet of new watermain, new valves and transferring of water services as well as restoration. The additional contract work included unanticipated higher asphalt and concrete road restoration costs due to the need for additional watermain line stops, locating service leads, and unexpected field conditions. Change Order No.2 ($220,884.97), exceeds the contingency originally approved by Council ($217,000.00).  This Change Order No. 2 will bring the total contract amount to $2,411,824.68 and will allow for final payment to the contractor and subsequent closing out of the contract.

Budget/Fiscal Impact: Funding for the project and this change order is included in the FY25-26 Capital Improvements Plan. It will be funded through the approved Water Supply System Fund and the Street, Bridge and Sidewalk Millage.

Whereas, City Council approved a construction contract (R-25-108) with Fonson Company, Inc. in the amount of $2,168,176.91 for the Westgate Watermain Replacement Project (RFP 25-10); 

 

Whereas, Additional work is needed for the completion of the project;

 

Whereas, The existing approved contingency amount of $217,000.00 is insufficient to cover the additional work in Change Order No. 2; and

 

Whereas, Funding for this change order is available from the approved Public Services Area, Capital Budget (Water Supply System Fund and Street, Bridge and Sidewalk Millage Fund);

 

RESOLVED, That City Council approves Change Order No. 2 to the construction contract with Fonson Company, Inc. in the amount of $220,884.97 for a Total Contract Amount $2,411,824.68 for additional work on the Westgate Watermain Replacement Project (RFP 25-10); and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
