Resolution to Approve the Marijuana Excise Tax Rebate Fund Grant Agreement Between the City of Ann Arbor, and the Regents of the University of Michigan on Behalf of Michigan Medicine

Memorandum

Attached for consideration is a resolution authorizing execution of the Marijuana Excise Tax Rebate Grant Agreement Between the City of Ann Arbor (“City”) and the Regents of the University of Michigan on behalf of Michigan Medicine (“University”), a Michigan non-profit educational institution of the State of Michigan.

 

The City of Ann Arbor FY25 budget includes revenue from the State of Michigan’s Marijuana Excise Tax Rebate (the “Rebate”).  The proposed Grant Agreement seeks to grant $181,000.00 from the Rebate to Michigan Medicine (“Grant Funds”).

 

The University’s Michigan Medicine’s Rewrite the Script Comprehensive and Recovery Collaborative started in 2018 as an initiative to address opioid-related harm, to improve access and resource for patients with substance use disorder, and to find ways to improve pain management across the enterprise and in the Ann Arbor Community. 

 

Pursuant to the Grant Agreement and the approved City budget for fiscal years 2025, Michigan Medicine will support the program by using the Grant Funds as follows:

 

-                     $56,000.00 - Ambulatory Peer Recovery Coach Services.

 

-                     $50,000.00 - Buprenorphine micro-dosing kits.

 

-                     $75,000.00 - Ambulatory Nursing Care Navigator Services.

 

The ambulatory peer recovery coach provides assistance to pregnant patients with substance use disorders in an ambulatory setting, which significantly increases retention in treatment for vulnerable patients. Buprenorphine micro-dosing kits are used to initiate treatment in vulnerable patients for opioid disorder. A Nursing Care Navigator helps transition patients from the hospital to ambulatory setting and connects them with available providers for ongoing recovery management and treatment.

Whereas, The approved City Budget for fiscal year 2025 includes $181,000 in State Marijuana Excise Tax Rebate revenue allocated to Michigan Medicine;  

 

Whereas, The proposed Grant Agreement grants $181,000.00 to Michigan Medicine enabling the University to use the grant funds to directly pay invoices for goods, services, and salaries for the purposes specified in the budget; and

 

Whereas, The expenditures pursuant to the Grant Agreement shall be in accord with the specified permissible uses articulated in Resolution #R-21-098 of March 15, 2021, for such purposes related to restorative and alternative strategies for public safety and community support;

 

RESOLVED, That the City Council approve the Marijuana Excise Tax Rebate Fund Grant Agreement Between the City of Ann Arbor and the Regents of the University of Michigan on behalf of Michigan Medicine granting $181,000.00 to the Regents of the University of Michigan (“Grant Agreement”);

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Grant Agreement, consistent with this resolution, subject to approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take any necessary action to implement this resolution.
