Resolution to Authorize the City Administrator to Engage the Ann Arbor District Library (AADL) in Discussions Regarding the Potential Development Including Housing on a Portion of the Center of the City Parcel Known as Library Lane Parking Lot

Memorandum

This resolution requests authorization for the City Administrator to engage the Ann Arbor District Library (AADL) in discussions regarding the potential of constructing a new downtown library and housing on a portion of the Center of the City parcel known as Library Lane Parking Lot.

 

In 2018 the Ann Arbor City Charter was amended by adding a new section 1.4 to Chapter 1 as a result of Ann Arbor City Proposal A for the City-owned public land bounded by Fifth Avenue, and William, Division, and Liberty Streets to be retained in public ownership in perpetuity and developed as an urban central park and civic center commons to be known as the "Center of the City.”

 

To date there have been various activations of the Center of the City, but they have been temporary in nature only and no sufficient private or public funding source has been secured to permanently develop and/or program the site.  AADL has expressed a vision for their current downtown library property located at 343 S. Fifth Avenue, which extends to possibly including the Library Lane Parking Lot.

 

The City Administrator formally expressed an interest in a communication to City Council on January 6, 2025, to engage with AADL to determine if their vision is viable, and ripe for City participation.  If it is determined that a potential development holds promise it would likely require an amendment to the City Charter.

Whereas, The City and the Ann Arbor District Library (AADL) have engaged in exploratory conversation to discuss a potential development of a portion of the Center of the City parcel known as Library Lane Parking Lot;

 

Whereas, A development of the site may require a City Charter amendment; and

 

Whereas, The City Administrator has formally requested instruction to enter into discussions with the AADL;

 

RESOLVED, The City Council supports the City Administrator engaging in discussions with the AADL regarding the potential development of the Library Lane Parking Lot; and

 

RESOLVED, That the City Administrator shall inform City Council of any recommendations resulting from the discussions with the AADL.
