Attached for your review and consideration for approval is a resolution authorizing a purchase order for the purchase of bituminous patching materials from AJAX Materials Corporation for a duration of two (2) years totaling $355,000.00 ($177,500.00 annually).
The bid was advertised on the City’s Website and on the Michigan Inter-governmental Trade Network (MITN) website. Two (2) bids were received and publicly opened on August 4, 2026. AJAX Materials Corporation was determined to be a responsible bidder for UPM high-performance asphalt cold applied instant asphalt repair material.

Cadillac Asphalt bid a cold patch product (CM-300) but failed to provide documentation that the proposed product meets the specifications for high performance cold patch outlined in the bid. Public Works requested additional information pertaining to the specifications from the vendor without success. Further research of the product show that this product fails to meet the specifications.
Public Works is requesting a purchase order with AJAX Materials Corporation for bituminous patching materials used for normal maintenance activities such as temporary utility trench repair, pothole patching, and miscellaneous street repairs.
Budget/Fiscal Impact: Funding is available in the approved FY27 Public Works Operations and Maintenance budgets to be charged as appropriate and will be available in subsequent annual budgets if approved by Council.
AJAX Materials Corporation complies with the City’s Non-Discrimination and Living Wage ordinances.

Whereas, AJAX Materials Corporation complies with the City’s Non-Discrimination and Living Wage Ordinance;
RESOLVED, That City Council approves a two (2) year purchase order with AJAX Materials Corporation in the amount not to exceed $177,500.00, annually, for bituminous patching materials, subject to the annual appropriation of funds; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
