Resolution to Prohibit On-Street Parking on the North Side of Catherine Street from N. Division Street to N. Ingalls Street

Attached for your review and approval, please find a resolution to approve the prohibition of on-street parking on the North Side of Catherine Street from N. Division Street to N. Ingalls Street.
As directed by Council in their adoption of the FY26 budget, staff are proposing an extension of the existing Catherine-Miller cycletrack as a Quick Build Safety capital project to be completed in spring of 2026. In the Ann Arbor Moving Together Toward Vision Zero Comprehensive Transportation Plan and subsequent updates, this section of Catherine Street has been identified as:
• a Tier 2 focus corridor
• proposed as an All Ages and Abilities bike route
• having key bike intersections at Catherine Street/N. Division Street and Catherine Street/Glen Avenue
• a corridor with pedestrian and bicyclist crashes over the last five years.
The conceptual plan extension of the cycletrack was presented as part of the 2025 Downtown Area Circulation Study. This study completed 2 rounds of public engagement in spring and fall of 2024. The project builds on safety improvements installed in 2023 at Catherine Street/N. Ingalls Street and Catherine Street/N. Thayer Street, where all-way STOP control was established.
Design of the project will extend a safe, accessible, All Ages and Abilities 2-way bicycle route on Catherine Street, while also supporting pedestrian safety with bumpouts, signal phasing and other improvements at intersections within the project area. The project will also connect to a 2026 road resurfacing project extending the bicycle facility through the Glen/Catherine intersection to Zina Pitcher. When paired with the recently completed Miller Avenue project , the future cycletrack will serve as an east-west bicycle trunkline connecting residential neighborhoods, downtown and one of the City’s major employment centers.
The design of the cycletrack requires repurposing space on Catherine Street. In order to accommodate this, on-street parking will need to be eliminated on the north side of Catherine Street. The proposed pavement layout on Catherine Street will allow for westbound vehicle travel, while eliminating parking between N. Division Street and N. State Street and allowing parking on the south side o between N. State Street and N. Ingalls Street.
Chapter 126 of City Code requires City Council approval for the permanent or temporary restriction of parking for more than one block.
Budget/Fiscal Impact: Other than the minor cost of installing the No Parking signs, the removal of parking will have no substantial budgetary impacts.

Whereas, City Council directed staff to implement a Quick Build Safety capital project as part of adoption of the FY26 budget;
Whereas, The City’s Transportation Plan identified Catherine Street as a proposed All Ages and Abilities bike route;
Whereas, The Downtown Area Circulation Study provided a conceptual plan for a Catherine Street cycletrack that has received public feedback;
Whereas, The elimination of north side parking on Catherine Street will create space that allows for the construction of the cycletrack;
Whereas, The Transportation Commission recommends that the City Council approve the prohibition of on-street parking on the north side of Catherine Street from N. Division Street to N. Ingalls Street; and
Whereas, Chapter 126 of City Code requires Council approval for the permanent or temporary restriction of parking for more than one block;
RESOLVED, That City Council approve the City Administrator’s issuance of a traffic control order prohibiting parking along the north side of Catherine Street from N. Division Street to N. Ingalls Street and ordering installation of appropriate signage; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
