Resolution to Approve a Professional Services Agreement for Construction Materials Testing with CTI and Associates, Inc. for the 2017 Street Resurfacing Project (RFP No. 960; $144,100.00)

Attached for your review and consideration for approval, please find a resolution to authorize the award of a Professional Services Agreement with CTI and Associates, Inc. (CTI) for construction materials testing services in the amount of $144,100.00 for the 2017 Street Resurfacing project.
This project consists of approximately ten (10) major streets and thirteen (13) local streets. The construction is scheduled for May through October 2017.
Six firms submitted proposals for the required construction materials testing services. Project Management staff evaluated the proposals and selected CTI based on their proposal, staff qualifications, past involvement with similar projects, and cost. CTI complies with the City of Ann Arbor Non-Discrimination and Living Wage Ordinances.
Services to be performed include all the required testing for soils, aggregates, asphalt, and concrete. Funds for the requested services are available in the 2017 Street Resurfacing project.

Whereas, It is necessary to retain a qualified testing firm to perform material testing services for the 2017 Street Resurfacing project;
Whereas, Proposals were received by the City’s Procurement Office and evaluated by Project Management staff on the basis of staff qualifications, past involvement with similar projects, proposed work plan, and cost;
Whereas, CTI and Associates, Inc. of Novi, Michigan has submitted to the City a proposal for the necessary services, setting forth the services to be performed by said firm and the payments to be made by the City therefore, all of which are agreeable to the City;
Whereas, CTI and Associates, Inc. complies with the City of Ann Arbor Non-Discrimination and Living Wage Ordinances; and
Whereas, Funding for the construction materials testing services is available in the the 2017 Street Resurfacing project budget.
RESOLVED, That a Professional Services Agreement with CTI and Associates, Inc. in the amount of $144,100.00 be approved for construction materials testing services;
RESOLVED, That a contingency amount of $14,400.00 be established within the project budget and that the City Administrator be authorized to approve additional change orders to the Services Agreement with CTI and Associates, Inc., not to exceed $14,400.00 in order to satisfactorily complete this project;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator;
RESOLVED, That City Council authorize the City Administrator to approve change orders to the agreement within the project budget; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
