This memorandum and resolution requests approval to amend the General Services Agreement with Farmer & Underwood Trucking, LTD. for aggregate materials and hauling services for excavation and street sweeping waste.
On July 21, 2025, City Council approved a general services agreement with Farmer & Underwood Trucking, LTD. (R-25-273) not to exceed $350,000.00 annually. An increase is necessary to purchase additional aggregate materials to construct a service driveway for the Wheeler Service Center solar array construction project. The service driveway construction by Public Works staff will result in a significant cost savings to the overall project but requires a contract increase for the unplanned material purchase. The additional materials will cost $49,841.00 and are requested as an increase to year one (1) and year two (2) of the agreement due to the uncertainty of the commencement of construction.
Farmer & Underwood Trucking, LTD. complies with the City’s Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact: Funding for this work is available in the Office of Sustainability and Innovations Climate Action Millage Fund Budget.

Whereas, City Council approved resolution R-25-273 on July 21, 2025 for a two (2) year General Services Contract with Farmer & Underwood Trucking, LTD. not to exceed $350,000.00 per year;
Whereas, An annual $49,841.00 contract increase is needed to purchase materials necessary to construct a service driveway for the Wheeler Service Center solar array project;
Whereas, The increase is requested for year one (1) and year two (2) of the contract due to the uncertainty of the commencement of construction;
Whereas, Funding for this work is available in the Office of Sustainability and Innovations Climate Action Millage Fund Budget; and
Whereas, Farmer & Underwood Trucking complies with the City’s Non-Discrimination and Living Wage ordinances;
RESOLVED, That Council approve an increase to the (2) year General Services Contract with Farmer & Underwood Trucking, Ltd for aggregate materials and hauling services for excavation and street sweeping waste in an amount not to exceed $399,841.00 annually, subject to the annual appropriation of funds;
RESOLVED, That the Mayor and Clerk be authorized and directed to execute the amendment, subject to approval by the City Administrator as to substance and subject to approval by the City Attorney as to form; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
