Resolution to Approve a General Services Agreement with Facility Service Janitorial LLC d/b/a Facilities 360 for Janitorial Services at the Wheeler Service Center Operations Building, RFP 26-31 ($87,899.00)

Memorandum

Your approval is requested to authorize a two-year general services agreement with Facilities 360 for janitorial services at the Wheeler Service Center Operations Building in an amount not to exceed $87,899.00

 

On May 1, 2026, proposals for RFP 26-31, Wheeler Service Center Janitorial Services were opened, and six (6) proposals were received. Staff reviewed the proposals and evaluated based upon the Best Value Procurement analysis. Facilities 360 was determined to be the best value to provide janitorial services at the Wheeler Service Center Operations Building starting on July 1, 2026 through June 30, 2028.

 

Additionally, approval is recommended to allow the City Administrator to approve up to two additional one-year renewals of the contract and associated annual funding allocation at a 3% annual increase in cost with the same terms and conditions contingent upon mutual agreement with Facilities 360. Any approval for subsequent renewals remain subject to the availability of funding.

 

Budget/Fiscal Impact: Funding for the janitorial services has been allocated in the proposed FY27 Wheeler Service Center Operation and Maintenance budget. Funding for subsequent fiscal years remain subject to the availability of funding.

 

Facilities 360 complies with the requirements of the City’s Non-Discrimination and Living Wage ordinances.

Whereas, The City’s Public Works issued RFP 26-31 for janitorial services related to the Wheeler Service Center Operations Building;

 

Whereas, Facility Service Janitorial LLC d/b/a Facilities 360 submitted the best value proposal to provide janitorial services per the specifications in RFP 26-31 for two years totaling $87,899.00;

 

Whereas, Facilities 360 complies with the City’s Non-Discrimination and Living Wage ordinances;

 

Whereas, Funds for this service agreement have been allocated in the proposed FY27 Wheeler Service Center Operation and Maintenance Budget; and

 

Whereas, Services for subsequent years remains subject to the availability of funding;

 

RESOLVED, That Council approve a General Services Agreement with Facility Service Janitorial LLC d/b/a Facilities 360 for janitorial services at the Wheeler Service Center Operations Building as specified in RFP 26-31 in the amount of $87,899.00 for two years;

 

RESOLVED, That the City Administrative be authorized to approve up to two additional one-year renewals of the agreement under the same terms and conditions, subject to a 3% annual increase, if agreeable by both parties and subject to the availability of funding;

 

RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to substance by the City Administrator and approval as to form by the City Attorney; and

 

RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
