Resolution to Establish a Public Hearing on Imposition of a Temporary Moratorium of the Prohibition Regarding the Possession and Discharge of Weapons in Public Places

Attached for your review and approval is a resolution establishing a date for a Public Hearing to solicit comment on the imposition of a temporary moratorium of the prohibition regarding the possession and discharge of weapons in public places to allow persons authorized by the City of Ann Arbor, in compliance with all MDNR special permit requirements, to implement the cull component of the adopted City’s Deer Management Program.
It is anticipated that a cull will be conducted during nighttime hours in designated City parks on dates yet to be established and approved by MDNR between the months of January and March, 2016 (subject to weather conditions).

Whereas, City Council has adopted a Deer Management Program;
Whereas, Chapter 115 of the Ann Arbor City Code prohibits the possession and discharge of weapons in public places;
Whereas, City Council intends to consider, at its November 5, 2015 meeting, the imposition of a temporary moratorium of the prohibition regarding the possession and discharge of weapons in public places for the specific purpose of allowing persons authorized by the City of Ann Arbor to implement the cull provision of the Deer Management Program; and
Whereas, It would be beneficial to receive public comment on the matter before consideration of the proposed action;
RESOLVED, That City Council of the City of Ann Arbor hereby sets a public hearing for November 5, 2015 at 7:00 p.m. or as soon thereafter as it may be convened in the City Council Chambers, 2nd floor, Guy Larcom Municipal Building, 301 E. Huron St. to receive public comment on the proposed imposition of a temporary moratorium of the prohibition regarding the possession and discharge of weapons in public places for the specific purpose of allowing persons authorized by the City of Ann Arbor to implement the cull provision of the Deer Management Program.
