Resolution to Approve a Construction Contract with Sorensen Gross Company, LLC for Fire Station 3 Tornado Damage Repair, RFP No. 26-42 ($381,707.00) and Appropriate Funding (8 Votes Required)
Memorandum
Attached for City Council’s review and action is a resolution to approve a Construction Contract with Sorensen Gross Company, LLC for Fire Station 3 Tornado Damage Repair in accordance with RFP No. 26-42.
On April 15, 2026, Fire Station 3, located at 2130 Jackson Avenue, Ann Arbor, Michigan, was damaged by an EF1 tornado. The tornado caused significant roof and masonry damage to the facility. The City retained Hubbell, Roth & Clark, Inc. to perform a structural assessment and prepare a scope of work for the necessary repairs. Although the facility was determined to be safe for continued occupancy, the assessment identified repairs necessary to restore the building, including replacement of the entire upper roof and reinforcement of several masonry walls.
The City issued RFP No. 26-42 as a public improvement solicitation for the required repairs and received two proposals. Staff reviewed the proposals and determined which proposal represents the best value based on the criteria in the City’s best value procurement ordinance:
• Qualifications, Experience, & Accountability (20%)
• Workplace Safety (20%)
• Workforce Development (20%)
• Social Equity & Sustainability (20%)
• Schedule of Pricing/Cost (20%)
Sorensen Gross Company, LLC received the highest score among the proposals reviewed. Therefore, staff recommends that Council approve a contract with Sorensen Gross Company, LLC in the amount of $381,707.00 for this project.
Sorensen Gross Company, LLC complies with the City’s Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact: This resolution would impact the FY2027 budget. The contract amount is $381,707.00, with a 10% contingency of $38,170.00, for a total authorized expenditure not to exceed $419,877.00. The City’s property insurance carrier has authorized a settlement of $381,707.00 for the covered tornado damage, less the City’s $100,000.00 deductible. It is requested that anticipated insurance proceeds in the amount of $281,707.00 be appropriated to the FY 2027 Fire Department General Fund expenditure budget and the remaining funding needed is available in the FY2027 Fire Services budget.
