Resolution to Approve a Cost-Sharing Agreement with the Washtenaw County Road Commission (WCRC) for the State and Ellsworth Roundabout Project, Estimated Amount $164,047.50
Memorandum
Attached for your review and approval is a resolution to authorize an agreement with the Washtenaw County Road Commission (WCRC) for the City’s participation in construction costs for the for the State and Ellsworth Roundabout Project.
The City and WCRC collaborated in the design and preparation of plans for intersection improvements, pedestrian safety enhancements, and pavement marking alteration as part of the WCRC State and Ellsworth Roundabout project.
Construction cost responsibilities for the work were discussed in partnership with the WCRC, as well as the respective amounts that each party will pay for the construction of the project. The WCRC will have a contractual relationship with the Contractor, and the City will reimburse the WCRC for its portion of the construction phase costs. The attached document outlines the terms of the agreement between the City and the WCRC to complete the work.
Budget/Fiscal Impact: The City’s portion of the cost allocation for this contract is estimated as $164,047.50 from Major Streets Fund. WCRC project funding includes a Southeast Michigan Council of Governments (SEMCOG) FY2027 Transportation Alternative Program (“TAP”) grant in the amount of $166,585.00 for the Project. Funding for the City share is available in approved Major Streets Capital Budget.

Whereas, The City and the Road Commission desire to improve safety at the roundabout at State Road and Ellsworth Road due to a history of crashes; and
Whereas, Proper authority is provided to the parties of this Agreement under the provisions of Act 51 of Public Acts of 1951, as amended; and
Whereas, The Road Commission in coordination with the city has been awarded a Southeast Michigan Council of Governments (SEMCOG) FY2027 Transportation Alternative Program (“TAP”) grant in the amount of $166,585.00 for the Project.
Whereas, The City and WCRC have drafted the attached cost-sharing agreement for the construction phase of the project
Whereas, The Road Commission will prepare project documents for the Project, including plan preparation and bid materials for a Michigan Department of Transportation (“MDOT”) bid letting; and
Whereas, The Road Commission will manage the MDOT Contract for the installation of the Project;
Whereas, The Road Commission and the City will equally share all costs of the MDOT Contract exceeding the TAP grant; and
Whereas, Funding for the City share of the project is available in the approved Major Streets Capital budget;
RESOLVED, That City Council approve the attached Agreement with the Washtenaw County Road Commission for responsibilities and cost allocations for the construction of improvements to the State and Ellsworth Roundabout;
RESOLVED, That the City will pay the Road Commission for half of all costs of the MDOT Contract for the Project exceeding the TAP grant, estimated to be $164,047.50.
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution and to approve amendments to the agreement within the project budget.
