Resolution to Approve a Memorandum of Understanding with the Treeline Conservancy for the Design and Planning of the Gateway Segment of the Treeline Trail

Memorandum

Attached for your review and consideration for approval is a memorandum of understanding with the Treeline Conservancy (TLC) for the planning and design of the Gateway Segment of the Treeline Trail. This segment of the Treeline Trail would connect the existing Allen Creek Berm Opening to 721 North Main, by way of a non-motorized bridge over North Main Street.

 

The TLC, with the assistance of City staff, has released a Request for Proposals (RFP) for design services for this segment of the Treeline Trail. This agreement spells out the roles and responsibilities for this phase of the work for the TLC and the City.

 

In summary, the TLC will be responsible for administering, managing, implementing, and funding the project, and will hold the contract with the selected design engineering firm.

 

The City will be responsible for administering the procurement process for the design engineering firm, providing input on proposals received, providing access to City right-of-way and properties, and administering the State earmark received for the project.

 

Budget/Fiscal Impact:  This agreement will not create any unplanned budgetary impacts for the City.

Whereas, City Council has previously expressed support for the Treeline Trail project (Resolutions R-19-071 and R-25-362);

 

Whereas, The Treeline Conservancy is issuing a Request for Proposals for the design of the Gateway Segment of the Treeline Trail; and

 

Whereas, The attached Memorandum of Understanding outlines the roles and responsibilities for the City and the Treeline Conservancy as it relates to the planning and design of the project;

 

RESOLVED, That City Council approves the attached Memorandum of Understanding with the Treeline Conservancy for the planning and design of the Gateway Segment of the Treeline Trail;

 

RESOLVED, That the Mayor and Clerk are authorized and directed to execute the memorandum of understanding after approval as to substance by the City Administrator and as to form by the City Attorney; and

 

RESOLVED, that the City Administrator is authorized to take the necessary administrative actions to implement this resolution.
