Resolution to Approve the Marijuana Excise Tax Rebate Fund Grant Agreement Between the City of Ann Arbor and the Home of New Vision and Appropriate Funding ($85,000.00) (8 Votes Required)

Attached for consideration is a resolution authorizing execution of the Marijuana Excise Tax Rebate Grant Agreement Between the City of Ann Arbor (“City”) and the Home of New Vison, a Michigan non-profit corporation.
The proposed Grant Agreement seeks to grant $85,000.00 from the Marijuana Excise Tax Rebate Funds to the Home of New Vision (“Grant Funds”).
The Home of New Vision’s Engagement Center operated as a 24-hour crisis intervention facility, offering a safe and supportive environment for individuals in active addiction. It served as a vital resource to our community, providing essential support to hospitals, emergency responders, and law enforcement personnel. The Engagement Center has been a resource for individuals with substance use disorder to find support and navigate access to substance use treatment in and around the Ann Arbor Community.
On April 01, 2025, Home of New Vision closed the Engagement Center due to a sudden stop work order from the Community Mental Health Partnership of Southeast Michigan (CMHPSM) following the termination of the federal funds that provided funding for the Engagement Center.
With the support of the City of Ann Arbor, on or about June 01, 2025, Home of New Vision will reopen the Engagement Center as a Clinical Withdrawal Management facility, as licensed through the State of Michigan Licensing and Regulatory Affairs (LARA), with the inclusion of two (2) beds providing the walk/drop-in engagement services of the original model.
Pursuant to the Grant Agreement, Home of New Vision will support a 24-hour crisis intervention and substance abuse programs by using the Grant Funds for programming the Engagement Center, including Clinical Withdrawal Management services.
The reopening of the Engagement Center as a Clinical Withdrawal Management facility would expand substance use support services within the Ann Arbor region. This new model would include the creation of a support area for treatment and recovery navigation, continuing the core function of the former Engagement Center and would provide a safe, temporary space for individuals waiting entry into treatment or withdrawal management services.
Budget/Fiscal Impact: Funding for this grant agreement is in the General Fund fund balance from the Marijuana Excise Tax proceeds.

Whereas, Marijuana Excise Tax Proceeds in the amount of $85,000.00 is available in the General Fund Unobligated Fund Balance to allocate to Home of New Vision;
Whereas, The proposed Grant Agreement grants $85,000.00 to Home of New Vision, enabling the reopening the Home of New Vision Engagement Center as a Clinical Withdrawal Management facility, as licensed through the State of Michigan Licensing and Regulatory Affairs (LARA); and
Whereas, The expenditures pursuant to the Grant Agreement shall be in accord with the specified permissible uses articulated in Resolution #R-21-098 of March 15, 2021, for such purposes related to restorative and alternative strategies for public safety and community support;
RESOLVED, That the City Council approve the Marijuana Excise Tax Rebate Fund Grant Agreement Between the City of Ann Arbor and the Home of New Vision granting $85,000.00 to the Home of New Vision (“Grant Agreement”);
RESOLVED, That City Council appropriate $85,000 to the FY25 Supportive Connections General Fund expenditure budget from the General Fund fund balance;
RESOLVED, That all amounts herein are without regard to fiscal year;
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute the Grant Agreement, consistent with this resolution, subject to approval as to substance by the City Administrator and approval as to form by the City Attorney; and
RESOLVED, That the City Administrator be authorized to take any necessary action to implement this resolution.
