Resolution To Approve a Cost Sharing Agreement with the Downtown Development Authority for the Geothermal Advisory and Professional Services Agreement with Stantec Consulting Services, Inc. ($100,000.00) (8 Votes Required)
Memorandum
In March of 2024, Ann Arbor City Council authorized a Professional Services Agreement with Stantec Consulting Services, Inc., for Geothermal Advisory and Design Services in the amount of $689,200.00 with an additional 10% contingency of $68,920.00. Because part of the proposed work that Stantec Consulting Services, Inc. will undertake is the investigation of geothermal potential in three areas of the City, one of which is identified as the downtown, the Downtown Development Authority (DDA) has offered to contribute $100,000.00 to support this phase of work.
The DDA is supportive of the City’s sustainability work, especially as it relates to expanding geothermal potential in the downtown. As such, the City and DDA worked on the attached Cost Shring Agreement that outlines the scope and terms of this contribution. Council is being asked to accept DDA’s contribution and authorize the City to use these funds to cover a portion of the Stantec Consulting Services, Inc. scope of work as outlined in the attached Cost Sharing Agreement.
Budget/Fiscal Impact: The Agreement would provide the Office of Sustainability and Innovations $100,000.00 in funding to support the Professional Services Agreement with Stantec Consulting Services, Inc. for Task 3: Networked Geothermal Feasibility Study.

Whereas, In March of 2024 City Council authorized a Professional Services Agreement with Stantec Consulting Services, Inc. for Geothermal Advisory and Design Services;
Whereas, Included in the Stantec Consulting Services, Inc. Professional Services Agreement was a detailed study of the geothermal potential in three areas of the City;
Whereas, The downtown has been identified as one of the core areas for exploring geothermal potential,
Whereas, The Downtown Development Authority budgeted $100,000.00 to support renewable energy studies, inclusive of the potential for geothermal in the DDA district; and
Whereas, The Downtown Development Authority and the Ann Arbor Office of Sustainability and Innovations are interested in working together more to advance local sustainability practices;
RESOLVED, That City Council approve the attached Cost Sharing Agreement with the Ann Arbor Downtown Development Authority for the Geothermal Advisory and Support Services;
RESOLVED, That City Council accepts a contribution of $100,000.00 from the Downtown Development Authority;
RESOLVED, That City Council appropriates a contribution of $100,000.00 to the FY24 Climate Action Millage Sustainability and Innovations expenditure budget with the source of revenue being the contribution from the Downtown Development Authority;
RESOLVED, That all amounts herein are without regard to fiscal year;
RESOLVED, That the Mayor and City Clerk are authorized and directed to execute said agreement following approval as to form by the City Attorney and as to substance by the City Administrator; and
RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution.
