Resolution to Approve a Sole Source Purchase Order with Brown Equipment Company for the Purchase of (3) Timan Combi Snow Plow and Sweeper Attachments ($80,985.00)

The attached resolution requests the approval of a source purchase order with Brown Equipment Company for the purchase of three (3) Timan Combi Snow Plow and Sweeper attachments.
As the City continues to expand its protected bike lane network, the Public Works Unit is responsible for maintaining a growing amount of specialized infrastructure, including winter snow and ice removal. This increase in protected bike lane mileage has created additional operational demands and corresponding need for equipment that can maintain these facilities safely and efficiently.
Funding for additional maintenance equipment was included in the approved FY27 budget. The planned investment includes two (2) Bobcat units requested under a separate resolution and three (3) Timan Combi Snow Plow and Sweeper attachments. Timan Combi Snow Plow and Sweeper attachments are a sweeping broom and plow blade combination attachment that will mount to the proposed new Bobcat units and one existing Bobcat unit. The new equipment will provide Public Works with the additional capacity and specialized equipment needed to support the City’s expanding bike lane network and maintain reliable winter service.
Current equipment only allows for staff to use a broom or a plow requiring them to return to the Wheeler Center to change between the two attachments. The new Combi Snow Plow and Sweeper attachments will allow staff to plow an area and immediately follow with a broom, reducing travel time and increasing efficiency. Timan is the only manufacturer that offers a single attachment that can sweep and or plow snow.
Brown Equipment Company is the sole source provider for Timan Equipment in the State of Michigan.
Brown Equipment Company complies with the requirements of the City’s Conflict of Interest and Non-Discrimination ordinances.
Budget/Fiscal Impact: Funding for the purchase of this equipment and corresponding increased operating and maintenance costs are included in approved FY27 Major Streets Fund budget. Maintenance costs will continue to rise with the expansion of the protected bike lane network. Recent growth has necessitated this specialized equipment and planned expansion will likely require increased staffing in upcoming budget cycles.

RESOLVED, That the City Council approve the issuance of a purchase order to Brown Equipment Company for three (3) Timan Combi Snow Plow Sweeper attachments from Brown Equipment Company in the amount of $80,985.00;
RESOLVED, That funds for the purchase be available without regard to fiscal year; and
RESOLVED, That the City Administrator be authorized to take the necessary actions to implement this resolution.
