Resolution to Approve a Construction Contract with Doan Construction Co. for the Manhole Raising Project ($1,400,000.00; RFP 25-42)

Attached for your review and approval is a resolution to approve a construction contract with Doan Construction Co. in the amount of $1,400,000.00 for the Manhole Raising Project (RFP 25-42).
RFP 25-42 was issued to locate, expose, and raise approximately 160 sanitary and storm manholes to grade, both under and outside of the road pavement, to allow access to inspect and maintain the sanitary and storm sewer systems.
Six proposals were received by the City’s Procurement Unit and publicly opened on September 26, 2025. A selection committee comprised of Public Services staff reviewed the proposals and determined which bidder was the Best Value based on the criteria in ORD-21-41:

• Workplace Safety (20%)
• Workforce Development (20%)
• Social Equity & Sustainability (20%)
• Schedule of Pricing/Cost (20%)
After reviewing and scoring proposals, staff ranked the responding firms in the following order:
1. Doan Construction Co.
2. Anglin Civil
3. ET Mackenzie Co.
4. Fonson Company, Inc.
5. Prime Construction Services, Inc.
6. Green Tech Systems
Doan Construction Co. received the highest score among the proposals reviewed by the selection committee. Therefore, staff recommend awarding the contract for this project to Doan Construction Co.
Doan Construction Co. complies with the City’s Non-Discrimination and Living Wage ordinances.
Budget/Fiscal Impact: This project is included in the City’s Capital Improvements Plan (UT-SN-22-09, UT-ST-26-03, UT-ST-24-25). Funding for this project is available in the approved FY26 capital budgets of the Sewage Disposal System and Stormwater Funds. The estimated project funding breakdown is as follows:
Sewer Disposal System Fund $700,000.00
Stormwater Fund $700,000.00
Total: $1,400,000.00

Whereas, Bids were received by the Procurement Unit on September 26, 2025 and Doan Construction Co. of Ypsilanti, Michigan received the highest score among the proposals reviewed by the selection committee;
Whereas, Doan Construction Co. complies with the City’s Non-Discrimination and Living Wage Ordinances; and
Whereas, Funding for this project is available in the approved FY26 capital budget of the Sewage Disposal System and Stormwater Sewer System Funds;
RESOLVED, That City Council approve a construction contract with Doan Construction Co.in the amount of $1,400,000.00 for the Manhole Raising Project (RFP 25-42);
RESOLVED, That the Mayor and City Clerk be authorized and directed to execute said agreement after approval as to form by the City Attorney and approval as to substance by the City Administrator; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
