Resolution to Approve the Purchase of Residential and Special Use Water Meters from Badger Meter, Inc. (Not to exceed $125,000.00 annually ITB No. 4708)
Memorandum
Attached for approval is a resolution to authorize the purchase of residential and special use water meters and supplies from Badger Meter, Inc. not to exceed $125,000.00 annually.
This resolution will authorize the purchase of residential and special use water meters and supplies needed to provide inventory and be utilized for annual Operations and Maintenance requirements such as new meter accounts or to replace non-warranty meters.
In response to Invitation to Bid No. 4708, one (1) bid was received on February 8, 2022. Badger Meter, Inc. provided a qualified bid that met the City’s bid specifications. A summary of the bid is attached.
Bid pricing is firm for two years after acceptance and may be extended by agreement of the parties for up to two (2) additional one (1) year periods, subject to a 3% yearly increase in prices and subject to the annual appropriation of funds.
Badger Meter, Inc. complies with the City’s Non-Discrimination ordinance.
Budget/Fiscal Impact: Funding for operational purchases is included in approved FY22 Water Supply System and Sewage Disposal System Operating Budgets and will be included in future Water Supply System and Sewage Disposal System Budgets if so, approved by Council.

Whereas, The Public Services Area needs to purchase residential and special use water meters and supplies to collect water and sewer use data;
Whereas, Public Works published ITB 4708 and one bid was received and publicly opened on February 8, 2022;
Whereas, Badger Meter provided a qualified bid that met the City’s bid specifications;
Whereas, Bid pricing is firm for two years after acceptance;
Whereas, After two years, pricing is subject to a 3% increase should the City choose to renew;
Whereas, Funding for this purchase is included in the Approved FY22 Water Supply System and Sewage Disposal System Operations and Maintenance Budgets and will be included in future Water Supply System and Sewage Disposal System Budgets if so, approved by Council; and
Whereas, Badger Meter complies with the City’s Non-Discrimination ordinance.
RESOLVED, That Council approve a purchase order with Badger Meter for residential and special use water meters and supplies in the amount not to exceed $125,000.00 annually, subject to the availability of funding;
RESOLVED, That subject to the availability of funding, the City Administrator is authorized to renew the purchase order for up to two one-year periods, not-to-exceed $125,000.00 annually including a 3% price escalation in unit prices; and
RESOLVED, That the City Administrator be authorized to take the necessary administrative actions to implement this resolution.
