Resolution to Approve a Sole Source Purchase Order with West Shore Services, Inc. for Replacement of Outdoor Warning Siren Controllers and Cabinets ($55,870.00)

Attached for your review and action is a resolution to approve a sole source purchase order with West Shore Services, Inc. in the amount of $55,870.00 for the replacement and installation of five controllers and cabinets serving the City’s outdoor warning siren system.
The replacement controllers and cabinets are required to maintain the operational reliability of the City’s outdoor warning siren system. West Shore Services, Inc. is the sole source provider for Federal outdoor warning equipment in the State of Michigan. Additionally, West Shore Services, Inc. provides inspection, preventative maintenance, and repair services for the City’s Federal 2001 outdoor warning siren system under a fully executed General Services Agreement through June 30, 2030. The proposed work will be coordinated with the annual preventative maintenance visit, resulting in a $2,500.00 discount.
The City evaluated whether to continue maintaining the outdoor warning siren system due to its substantial maintenance costs and the availability of modern alerting systems. Following thoughtful input from thousands of community members, the City determined in April 2026 to retain and invest in the outdoor warning siren system. Replacement of the five controllers and cabinets is necessary to support that decision and sustain the system’s ability to provide outdoor emergency notification.
West Shore Services, Inc. will perform the work in compliance with applicable statutory, regulatory, and contractual requirements, including the City’s nondiscrimination, living wage, and prevailing wage requirements.
Budget/Fiscal Impact: This expenditure will impact the FY2027 budget. Funding for the $55,870.00 purchase order is available in the FY2027 Fire Services budget.

Whereas, The City operates an outdoor warning siren system consisting of twenty-two Federal 2001 sirens that provide outdoor emergency notification capability to the community;
Whereas, City Council and City staff evaluated whether to continue maintaining the outdoor warning siren system in consideration of its maintenance costs and the availability of modern alerting systems;
Whereas, Following thoughtful input from thousands of community members, the City determined in April 2026 to retain and invest in the outdoor warning siren system;
Whereas, Five controllers and cabinets within the outdoor warning siren system require replacement to maintain the reliability and operational capability of the system;
Whereas, West Shore Services, Inc. is the sole service provider for Federal outdoor warning equipment in the State of Michigan;
Whereas, West Shore Services, Inc. provides annual inspection, preventative maintenance, and repair services for the City’s outdoor warning siren system under a General Services Agreement effective through June 30, 2030;
Whereas, West Shore Services, Inc. is uniquely qualified to provide and install controllers and cabinets compatible with the City’s existing outdoor warning siren system and to coordinate the replacement work with the annual preventative maintenance services;
Whereas, West Shore Services, Inc. has offered a $2,500.00 discount for coordinating the controller and cabinet replacement work with the annual preventative maintenance visit;
Whereas, The total cost of the replacement and installation of five controllers and cabinets is $55,870.00;
Whereas, West Shore Services, Inc. complies with the City’s nondiscrimination, living wage, and prevailing wage requirements; and
Whereas, Funding for this purchase order is available in the FY2027 Fire Services budget;
RESOLVED, That City Council approve a sole source purchase order with West Shore Services, Inc. in the amount of $55,870.00 for the replacement and installation of five controllers and cabinets for the City’s outdoor warning siren system, with funding available in the FY2027 Fire Services budget; and
RESOLVED, That the City Administrator be authorized to take all necessary administrative actions to implement this resolution.
