Memorandum

On September 18, 2023, City Council approved the renaming and dedication of Southeast Area Park to Bicentennial Park. To celebrate Ann Arbor’s Bicentennial, the newly named Bicentennial Park will undergo a series of improvements, including installation of the City’s first splash pad. Other improvements include the replacement of the existing play structure, swings and associated surfacing, and renovations to the existing pavilion and restroom.

 

Budget/Fiscal Impact:  Attached for your review and recommendation is a resolution to recommend the purchase of the Splash Pad and Playground Equipment for a cost of $757,664.29 from Penchura, LLC through the Sourcewell cooperative purchasing program for use at Bicentennial Park.

 

It is anticipated that the City will receive $1,000,000.00 from the State of Michigan for Bicentennial Park improvements, however, the funding has not yet been received by the City so therefore General Fund fund balance is being requested in the interim in order to purchase the equipment prior to construction. The General Fund shall be made whole upon receipt of the State funding.

 

The funding shall be used for the following items:

 

                     $521,864.48 - Recirculating Splash Pad system, with above ground enclosure, storage enclosure, shade sails, play structure, and swings.

                     $190,218.81 - Accessible surfacing for splashpad, play structure, and swings.

                     $45,581.00 - Freight

Whereas, The City of Ann Arbor has renamed Southeast Area Park to Bicentennial Park to commemorate the City’s Bicentennial;

 

Whereas, Improvements are being made to Bicentennial Park, including the addition of the City’s first splash pad, replacement of the existing playground, swings, accessible safety surfacing, and renovations to the existing pavilion and restroom;

 

Whereas, Equipment will be purchased prior to construction from Penchura, LLC through the Sourcewell cooperative purchasing program;

 

Whereas, The City of Ann Arbor anticipates receiving $1,000,000.00 in State funding that will pay for the equipment and make the General Fund whole; and

 

Whereas, On December 19, 2023, the Park Advisory Commission unanimously recommended City Council approve the purchase of splash pad and play equipment for Bicentennial Park from Penchura, LLC;

 

RESOLVED, That the Mayor and City Clerk are authorized and directed to sign a contract with Penchura, LLC in the amount of $757,664.29 for the purchase of a splash pad and play equipment for Bicentennial Park after approval as to substance by the City Administrator and approval as to form by the City Attorney;

 

RESOLVED, That City Council approves a ten percent (10%) contingency in the amount of $75,766.00 for the contract with Penchura, LLC, subject to City Administrator approval;

 

RESOLVED, That City Council appropriates $757,664.29 from the General Fund fund balance to the FY24 Parks and Recreation General Fund budget for the purpose of splash pad and play equipment for Bicentennial Park;

 

RESOLVED, That City Council appropriates $75,766.00 from the General Fund fund balance to the FY24 Parks and Recreation General Fund budget for the purpose of a contingency for the splash pad and play equipment for Bicentennial Park;

 

RESOLVED, That all amounts herein are without regard to fiscal year; and

 

RESOLVED, That the City Administrator is authorized to take all appropriate actions to implement this resolution.
